Adjustment and Appeals Board
Purpose: The purpose of the Adjustment and Appeals Board is to hear requests for code interpretation and cases for unsafe building abatement codes. The Adjustment and Appeals Board primary responsibility is to hear and decide appeals of orders, decision or determinations made by the building official relative to the application and interpretation of the Building Code.

General Qualifications: Seeking members with knowledge and/or experience in technical codes fields and those from the general public. Must be a registered voter in St. Johns County. Regular members as well as alternatives serve a term of two years. Members must file financial disclosure.

Affordable Housing Advisory Committee
Purpose: The Affordable Housing Advisory Committee (AHAC) reviews established policies and procedures, ordinances, land development regulations and adopted local government comprehensive plan to recommend specific action or initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value.

General Qualifications: Seeking applicants who reside within St. Johns County, represents employers within St. Johns County, or represents essential services personnel, as defined in the local housing assistance plan. Members serve a term of four (4) years.

Architectural Review Committee
Purpose: The purpose of the Architectural Review Committee is to ensure enhanced property development while maintaining and encouraging quality character of design within the Ponte Vedra and Ponte Vedra/Palm Valley Overlay Districts in line with the goals and objectives of the St. Johns County Comprehensive Plan.

General Qualifications: Seeking applicants who are a registered architect in the State of Florida or a retired architect formerly registered in the State of Florida and reside within the Ponte Vedra Zoning District or within District 4, but outside of the Ponte Vedra Zoning District. Regular members as well as alternates serve a term of four (4) years.

Contractors Review Board
Purpose: The purpose of the Contractors Review Board is to ensure proper administration of contractor licensing and discipline of licensees. The Contractors Review Board primary responsibility is to provide qualified trades workers for the citizens of St. Johns County by upholding contractor licensing requirements to assure public safety within the construction industry.

General Qualifications: The Board is comprised of (9) members, each serving a (4) year term. The Board includes representation from each of the following licensed professions; General Building, or Residential Contractor, Roofing Contractor, Swimming Pool Contractor, Electrical Contractor, Plumbing Contractor, Mechanical or Air Conditioner Contractor, Class II Contractor and two citizens with no contractor industry involvement.

Cultural Resource Review Board
Purpose: The purpose of the Cultural Resource Review Board is to advise the Board of County Commissioners regarding cultural, architectural, archaeological and historical resources of St. Johns County; and to identify, evaluate, document, and designate these resources. The primary responsibility of the Cultural Resource Review Board is to protect these resources that are important community assets which enrich the lives of citizens and visitors.

General Qualifications: Appointees shall be qualified through the demonstration of special interest, experience or education in the preservation of Cultural Resources. Members shall, when possible, have practical and professional experience in one or more of the following fields: archaeology, architecture or architectural history, curation or conservation, planning, professional engineering, real estate, history, historic preservation, or related disciplines.

Fire Code Board of Appeals
Purpose: The purpose of Fire Code Board of Appeals is to establish within jurisdiction for the purpose of hearing applications for modification of the requirements of the International fire Code pursuant to the provision of Section 108 of the International Fire Code. The board shall be established and operated in accordance with this section, and shall authorize to hear evidence from appellants and the fire code official pertaining to the application and intent of this code for the purpose of issuing ord

General Qualifications: Members and alternates shall be appointed based on their education, experience, and knowledge. Members shall be composed of individuals experienced in the following fields or professions: Engineering or architectural design; General contracting; Fire protection contracting; Fire department operations or code enforcement; Building code enforcement; Legal; General public.

Health and Human Services Advisory Council
Purpose: The purpose of the Health and Human Services Advisory Council is to be responsive to those needs and to recommend funding programs worthy of public support for citizens of St. Johns County. The Health and Human Services Advisory Council primary responsibility is to evaluate human services programs in the community, assists in determining the effectiveness of programs, reduces duplication of services and assures the health and human services needs of the residents of St. Johns County are met.

General Qualifications: Applicants must be a registered voter in St. Johns County.The Council is comprised of seven (7) members. Except for the initial term, members shall be appointed by the Board of County Commissioners for a four (4) year term, with an additional term of four (4) years as may be approved by the Board of County Commissioners. Pursuant to Section 3-D of Resolution 2006-60, no employee, board member, officer or consultant to a contracted agency receiving County funds for health, mental health, substance abuse, or social services program shall be a member of the Health and Human Services Advisory Council. Members shall be appointed as follows: five (5) professionals from the disciplines in the Health and Human Services; and two (2) at-large members, including but not limited to such compatible areas as business, banking and finance, education, law enforcement, community religious leaders, consumers and any other interested parties comprising the general public.

Housing Finance Authority
Purpose: To increase the supply of affordable housing opportunities through tax-exempt and taxable bonds and other available program resources.

General Qualifications: Applicants must be knowledgeable in the fields of commerce, labor and finance and be a registered voter in St. Johns County. Members must file financial disclosure. Members serve a term of four (4) years.

Industrial Development Authority
Purpose: The Industrial Development Authority is a public body created to finance and refinance projects for the public purposes described in the Florida Industrial Development Financing Act to foster economic development in St. Johns County. The Industrial Development Authority shall study the advantages, facilities, resources, products, attractions and conditions concerning the county with relation to the encouragement of economic development in the county.

General Qualifications: Applicants must be a resident of St. Johns County, preferably from County Commission Districts 2, 3 or 4. Must be a registered voter in St. Johns County. Members must file financial disclosure. Members serve a term of four (4) years.

LAMP Conservation Board
Purpose: The LAMP Conservation Board established by Ordinance 2021-38 serves as an advisory board to the Board of County Commissioners on issues involving the acquisition, conservation and management of Environmentally Sensitive Lands, Archaeological Sites, Historic Sites, recreational lands, and Aquifer Recharge Areas. It is comprised of nine members, one member chosen by each County Commissioner with the member residing in the district of the Commissioner that chooses that member and the balance chosen and appointed by the Commission as a whole.

General Qualifications: Members of the LAMP Conservation Board shall have experience or expertise in one or more of the following areas and at least five (5) of these areas shall be represented at all times: agriculture, archaeology, business/finance, eco-tourism, engineering, environmental, history, parks, planning, real estate, recreation, soil/hydrologic or natural sciences such as: biology, botany, geology, zoology.

Library Advisory Board
Purpose: The purpose of the Library Advisory Board is to advise the Board of County Commissioners on the establishment, operation and maintenance of free public library service within St. Johns County. The Library Advisory Board plays an integral role in offering advice, ideas, support, and advocacy for the St. Johns County Public Library System.

General Qualifications: Seeking representation from ALL County Commission Districts. Members are appointed for 4-year terms.

Mid-Anastasia Island Design Review Board
Purpose: The purpose of the Mid Anastasia Design Review Board is to protect natural resources, maintain and enhance the diverse and unique character of the Mid-Anastasia Overlay District and achieve specific goals and objective of the St. Johns County Comprehensive Plan. The Design Review Board's (DRB) primary responsibility is to determine compliance with Part 3.08.00 Mid-Anastasia Overlay District of the St. Johns County Land Development Code, Ordinance 99-51, as amended.

General Qualifications: Applicants will serve as Alternate member and will have voting privileges only in the absence of one or more regular members. Appointees to the Design Review Board shall be qualified through the demonstration of special interest, experience, or education in design, architecture or history of the Mid-Anastasia community. Members shall reside within the Mid-Anastasia Overlay District.

North Coastal Design Review Board
Purpose: The purpose of the North Coastal Design Review Board is to maintain, protect and enhance the diverse and unique character of the North Coastal Corridor and its established beach community, respect the well-documented history of the area and achieve specific goals and objective of the St. Johns County Comprehensive Plan. The Design Review Board's (ORB) primary responsibility is to determine compliance with Part 3.09.00 North Coastal Overlay District and Part 3.10.00 Vilano Beach Town Center Overl

General Qualifications: Appointees to the Design Review Board shall be qualified through the demonstration of special interest, experience, or education in design, architecture or history of the North Coastal Overlay community of the area encompassing the North Coastal Corridor Overlay District. At least one member will be required to be a registered architect, unless, there are no applicants are received with these qualifications after a reasonable search and at least one member will be required to have expertise in historic preservation and/or the architectural history of Florida, unless there are no applicants with these qualifications after a reasonable search is done. At least one member will own an active business within the District, and at least 2 members must live in or within one mile of the North Coastal District.

NW Comm Tower Advisory Board
Purpose: The purpose of the Northwest Communication Tower Advisory Board is to Review proposals for expenditure of income derived from the lease of Mills Field property.

General Qualifications: Members must be composed of representatives residing in that portion of St. Johns County bounded on the east by the westerly right-of-way of I-95; bounded on the south by the northerly right-of-way of CR 210 (from I-95 to Greenbrier Road), and by the northerly right-of-way of Greenbrier Road and its westerly extension (to the westerly boundary of St. Johns County); bounded on the west and north by the County line. The Board’s five members must represent each of the following areas: A District 1 representative; the District 1 Recreation Advisory Board member; a person with demonstrated interest in passive recreation (i.e. a member of a Garden Club of environmental group); an athletic association representative and a civic association representative.

Planning and Zoning Agency
Purpose: The purpose of the Planning and Zoning Agency is to serve as the County’s Local Planning Agency. The primary responsibility of the Planning and Zoning Agency is to serve in an advisory capacity and recommending body to the Board of County Commissioners on matters relating to land use planning, zoning of land, Comprehensive Plan Amendments, amendment of Land Development Regulations, and Major Modifications to PUD’s.

General Qualifications: All members must be St. Johns County residents.

Ponte Vedra Zoning and Adjustment Board
Purpose: Regulate and restrict the height and size of buildings; to regulate and restrict the intensity of land use; to regulate the area of yards, courts and other space about buildings, to classify, regulate and restrict the location of commerce and industries and the location of buildings designed for specified industrial, commercial, residential and other uses within the Ponte Vedra Zoning District.

General Qualifications: Must be a register voter in St Johns County and reside in the Ponte Vedra Zoning District. Members must file financial disclosure.

Recreation Advisory Board
Purpose: The purpose of the Recreation Advisory Board is to protect and provide access to the county’s natural resources; to provide recreation opportunities for residents and visitors and to contribute to the county’s economic, social and environmental sustainability and resiliency. The Recreation Advisory Boards primary responsibility is to serve in an advisory capacity to the Board of County Commissioners.

General Qualifications: All members must be St. Johns County residents. District representation is considered.

South Anastasia Design Review
Purpose: The purpose of the South Anastasia Design Review Board is to protect and preserve the "Old Florida" style, rural beach community in the South Anastasia Overlay District and achieve specific goals and objective of the St. Johns County Comprehensive Plan. The Design Review Board's (DRB) primary responsibility is to determine compliance with Part 3.07.00 South Anastasia Overlay of the St. Johns County Land Development Code, Ordinance 99-51, as amended.

General Qualifications: Applicants serving as Alternate members will have voting privileges only in the absence of one or more regular members. Applicants must reside within the South Anastasia Overlay District. Members serve a term of four (4) years.

Tourist Development Council
Purpose: The purpose of the Tourist Development Council is to effectively and efficiently develop, advance, improve and promote St. Johns County tourism. The Tourist Development Councils primary responsibility is to serve as an advisory Council to the Board of County Commissioners by recommending funding of facilities, programs, or contracts which are primarily for the purpose of and related to the development, advancement, furtherance, improvement, or promotion of tourism.

General Qualifications: The Tourist Development Council is comprised of nine members appointed by the Board of County Commissioners. Three (3) are elected officials including the Chairman of the Board of County Commissioners, or their designee, and two elected municipal officials, one of which must be from the County’s most populous municipality. Up to four (4) members (but not less than 3 members) are owner/operators of tourist accommodations which are subject to bed tax. The remaining members are persons involved in tourist related businesses other than accommodations. All members must be electors of St. Johns County.

West Augustine CRA Nuisance Abatement Board
Purpose: The purpose of the West Augustine Nuisance Abatement Board is to promote, protect, and improve the health, safety, and welfare of the citizens, businesses and property owner within the West Augustine CRA. The West Augustine Nuisance Abatement Boards primary responsibility is to impose administrative fines and other noncriminal penalties in order to provide an equitable, expeditious, and effective, and inexpensive method of enforcing County Ordinance 2014-29, within the CRA when a pending or rep

General Qualifications: Applicant must be a County resident for at least one year, 18 years or older, residing within or operating a business within the West Augustine CRA. Members serve a term of two (2) years.
