Plan reviewed for new 8,221 SF, Type VB(V(000)) Construction, Sprinkled 13 (Supervised), Fire alarm system throughout, HVLS Fan. Building consists of an Assembly, Business and Storage (mail box area), non-separated – Mixed Use.

Reviewed using FFPC 7th edition effective Dec. 31, 2020. NFPA 1 and 101 references are Florida Editions of the code in the FFPC. Chapter 30 (New Apartments) and Chapter 42 (Storage – Vehicle).

Wednesday, February 22, 2023 DF: Review of 1st Resubmittal.

 

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the Permit Center.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (job and office). One copy of the removed/old pages will need to be resubmitted and labeled "OLD". Do not forget to remove pages for work not associated in this permit.
C. Provide a response to comments along with any supporting documentation.  Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comment was addressed. Ex - "top left of page A11" or "Page E1 note 8".
- Code responses shall reference Florida Fire Prevention Code 7th Ed. (not Building Code)

This comment will not be signed off until ALL clearance sheets have all other comments addressed.

Wednesday, February 22, 2023 DF: Reviewer's Response: I am noting that the Plan Set contains all the building information for the 15 Clearance Sheets. Once ALL comment's for ALL Clearance Sheets have been completed and signed off only then, can I sign this comment off.

 

2) The following clearance sheets were provided with the plan set along with other clearance sheets noted in comment #1. Plans Sheet CD-0.1 listed the following Deferred Submittals: Elevator, Signage, Fire Sprinkler System, Emergency Response KNOX Box (FailSafe) final location approval, Access Control System, Fire Alarm systems, Swimming Pool and fence and equipment, Vehicular gates.

They have been noted and HOLDS assigned to the individual clearance sheet as applicable.

Wednesday, February 22, 2023 DF: Reviewer's Response: The noted Clearance Sheets are no longer in the Resubmittal Packet. The above Clearance Sheets are required to be reviewed by the Fire Marshals Office and/or the Building Department for compliance with the Florida Fire Prevention Code and the Florida Building Code before issuance of Building or Fire Marshal Permits.

A hold for permit will be placed on the Clubhouse Permit for these Clearance Sheets to be submitted for review.

Wednesday, February 22, 2023 DF: Reviewer's Response: Please identify on Sheet A1-4.1; the door number for the exterior door between the Game Room and The Fitness Room, Identify the exterior door on the left side of the Fitness Room. Check the set and remarks columns and verify which door will have access control and which doors will have panic "EXIT" hardware. Some doors with the same hardware set states exit device and/or access control do not show the same details as other doors with the same hardware set. Example: Hardware Set 15 and Hardware Set 15.

 

6) The plans indicate the Clubhouse will not be protected by Fire Sprinklers. Based on the construction type, square footage and the water model provided during DRC, the available fire flow does not meet the required minimum fire flow of 2,500 GPM.

A NFPA 13 fire sprinkler system is required for this building. NFPA 1:Table 18.4.5.2.1

Indicate on the plans the Clubhouse will be protected with a fire sprinkler system.

7) Provide a Fire Protection Sheet(s) for this buildings fire sprinkler system (61G15-32.004).

An ENGINEERED sealed Design Criteria for a fire sprinkler system exceeding 49 heads is required to be submitted with the general construction documents. We are unable to approve the plan until this information is provided.  It is not a full set of shop drawing. FLORIDA ADMINISTRATIVE CODE 61G15-32.004

What type of fire place: Gas, wood, etc.?

Either Update Sheet P1-4.1 to reflect the "Electric" Fire Place or provide the manufacturer make and model of the Propane Fire Place.

NOTE: Based on your request, a HOLD 105 (framing) Inspection will be placed on the permit for the Clubhouse.

 

12) I was not able to locate the Carbon Monoxide (CO) detector in the area of the fire place. 101:12.3.4.4

If the fire place is of the wood burning or gas burning type show the location of the CO detector on the plans..

13) Plans indicate that the special locking arrangements (access control) will be deferred submittal. Will there be any special locking arrangements that include sensor release of electrical locking systems Access-Control) (101:7.2.1.6.2)?

If yes, please note the restriction of use noted in 101:12.2.2.2.6. Please contact this reviewer for information regarding this type of locking arrangement..

Please point out the location of the LSP if different from Sheet CD-4.1. Update the LSP Sheets Exit Signs to match the corresponding Electrical Sheets Exit Signs so they both match.

 

15) There is a very large fan in Fitness Room 1417.  Is this fan a High Velocity Low Speed (HVLS) fan? NFPA 13:11.1.7.

High Volume Low Speed Fan. A ceiling fan that is approximately 6 ft (1.8 m) to 24 ft (7.3 m) in diameter with a rotational speed of approximately 30 to 70 revolutions per minute. NFPA 13:3.3.14

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Air handlers with more than 2000 CFM are required to have duct smoke detectors. NOTE: If there is a FIRE ALARM SYSTEM in the building the duct smoke detector must also be connected to the fire alarm system. (NFPA 90A:6.4.4.2)
Where smoke detectors required by 6.4 are installed in a building not equipped with an approved fire alarm system as specified by 6.4.4.2, the following shall occur:
1. Smoke detector activation required by section 6.4 shall cause a visual signal and an audible signal at a normally occupied area.
2. Detector troubles shall be indicated visually or audibly in a normally occupied area identified as air duct

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:  NFPA 101 7.9.2.3
(1) Failure of a public utility or other outside electrical power supply
(2) Opening of a circuit breaker or fuse
(3) Manual act(s), including accidental opening of a switch controlling normal lighting facilities.
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with item #2.

Buildings containing Fire Alarm Systems, Fire Sprinkler Systems, etc. and/or Security Systems that make it difficult to access the building in an emergency are required to have a Fail Safe box. NFPA 1:18.2.2.1

Occupancy Sensor NFPA 101: 7.8.1.2.2  
Unless prohibited by Chapters 11 through 43, automatic lighting control devices shall be permitted to temporarily turn off the illumination within the means of egress, provided that each lighting control device complies with all of the following:
(1) In new installations, the lighting control device is listed.
(2) The lighting control device is equipped to automatically energize the controlled lights upon loss of normal power and is evaluated for this purpose.
(3) Illumination timers are provided and are set for a minimum 15-minute duration.
(4) The lighting control device is activated by any occupant movement in the area served by the lighting units.
(5) In new installations, the lighting control device is activated by activation of the building fire alarm system, if provided.
(6) The lighting control device does not turn off any lights relied upon for activation of photoluminescent exit signs or path markers.
(7) The lighting control device does not turn off any battery-equipped emergency luminaires, unit equipment, or exit signs.

Be Prepared to Show Compliance at the time of your Fire Alarm Final or Fire Final.

At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:

- Wall and ceiling finish will meet Class A or B. 101:12.3.3.2.

- Floor finish in egress corridors shall be Class II. 101:12.3.3.5.2.

- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:38.3.3.3.

If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.
