	Plans for a new 2 story school submitted as educational, but reviewed as multiple mixed occupancies Educational and Assembly 1st floor and educational 2nd floor. The building is protected with a NFPA 13 fire sprinkler system, and a fire alarm system. Construction is IIB. Reviewed using FFPC 8th edition effective Dec. 31, 2023. 	RESUBMITTING: A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages. B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size. C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional. - The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8". - Code responses shall reference Florida Fire Prevention Code, 8th Ed.
	1) Sheet A-001 note under "Building Code Data" indicates that assembly spaces associated with group "E" are not considered a separate occupancy. This is contrary to NFPA 101:14.1.3.1, and 14.1.3.3.1. Additionally in the same table assembly is indicated as accessory use. Assembly is not an accessory occupancy per NFPA 101:6.1.14.1.4. Plan reviewed as first floor multiple mixed occupancy educational and assembly. Second floor educational.
	2) Does the floor/ceiling between the 1st and second floors hold a rating? A 1 hour rating is required or the 2nd floor will also be classified as multiple mixed educational and assembly. NFPA 101:6.1.14.4.1. If the floor holds a rating, indicate it on the plans. At that point the second floor would only be classified as educational.
	3) Provide a fixture furniture and equipment plan (FFE) for the cafeteria. Include all proposed seating arrangements. NFPA 101:12.2.5.11.
	4) This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1225 (2022 ED.) before the 105 framing inspection. St Johns County Fire Rescue’s radio control frequency is 853.8875. -If it passes the inspection radio testing, you will need to submit a copy of the testing results as a revision so we can record the documentation and remove the hold. - If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional. At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.
	5) A Knox Box is indicated on A-010.1. Our county utilizes Failsafe brand boxes. Make the necessary changes. NFPA 1:18.2.2.2.
	6) No exit signage indicated from the chapel on the electrical plans. NFPA 101:7.10.1.2.2.
	7) Provide a total accumulated occupant load that utilizes doors XC1.3 and XC1.4 since multiple assemblies and other spaces utilize these doors for egress. NFPA 101:7.3.3.1.
	8) The occupant load factor indicated for the gymnasium is 50sf/person. This factor is for exercise rooms with equipment. The appropriate factor for this space is 15 which is for exercise rooms without equipment. Make the necessary changes to the LS plan and calculations. NFPA 101:7.3.1.2.
	9) Will the gymnasium be used as a multipurpose space for dances etc.? If yes, the space will need to be calculated at a 7 factor. NFPA 101:7.3.1.2.
	10) What will be stored in storage X6? NFPA 101:12.3.2.1.2
	11) Folding Bleachers It appears that the allowable maximum number of seats to an aisle is exceeded based on NFPA 101:12.2.4.11.2.5, table 12.4.10.2.5. 9 seats are the maximum, 12 are proposed.
	12) Demonstrate that the 4" sphere requirement is met on detail 2/A-800 per NFPA 101:12.4.11.3.7.
	13) Ensure that hardware on all rated doors have the "F" or fire exit hardware designation. Indicate this on the plans. Example: Doors C1.5A, C1.5B, 2A hardware group. NFPA 101:7.2.1.7.3.
	14) The cafeteria appears to be a multipurpose room based on the adjacent storage room. Provide occupant load calculations for concentrated use as well (7 factor) in addition to the 15 factor provided. NFPA 101:7.3.1.2
	15) Does the facility have permanently installed fuel burning HVAC systems as it relates to CO detection? NFPA 101:12.3.4.4.1, 14.3.4.4.1.
	16) A risk analysis in accordance with 9.14 must be performed to determine if a mass notification system is required. NFPA 101:12.3.4.5, 14.3.4.5.
	17) The following large storage rooms must be protected with smoke partitions installed in accordance with NFPA 101:8.4, per NFPA 101:8.7.1.2 as required by 14.3.2.1(1)(B): Storage 150, Pantry 153, X6, Closet 155A, Closet 156A, Art Closet 109A, Files 210, Storage 234, Storage 233, and Art Clos 201A.
	18) Provide a scaled and dimensioned seating layout/details for the chapel seating demonstrating compliance with NFPA 101:12.2.5.7, 12.2.5.8.
	19) Demonstrate how chapel seating will be fastened to the floor or how they will be fastened together in groups of not less than 3. NFPA 101:12.7.9.1.1. Unsecured seating is not permitted per NFPA 101:12.7.9.2.1.
	20) Doors 157 (Chapel) are not indicated to serve as egress from the chapel by either the LS plan or the exit signage on the electrical lighting plan. Doors X15A and X157B are not sufficient on their own to support the indicated occupant load. (The doors support 342 persons, the occupant for the space is 489). Ensure sufficient marked egress is provided.
	21) Dance studio 155 is indicated with the occupant load factor of 50 which is for exercise rooms with equipment. No equipment is indicated. Either show the equipment layout on the plans, or modify the occupant load factor used. NFPA 101:7.3.1.2
	22) Handrails are required for the chapel platform steps per NFPA 101:7.2.2.4.1.1 and 12.2.2.3.1(3). Add handrails with details to the plans or cite applicable exemption.
	23) Will there be a CO2 beverage system provided that exceeds 100 pounds? If so, demonstrate compliance with NFPA 55:13.11. NOTE:Make sure to include CO2 tank location, CO2 piping to mixing location (ex- bag/box), indicate which option will be used (ventilation vs sensor/notification) AND show compliance with chosen option of compliance. If the alarm is pursued, indicate which system will be utilized, provide manufacturers specifications and installation guide, show locations of the CO2 lines, and indicate if ran above ceiling or under slab and indicate whether they will be installed in sealed conduit. Show locations of the control unit (outside of hazard area) sensors, and notification appliances. Be sure if the line is installed above the ceiling not in sealed conduit that you provide sensors for all areas below the line where CO2 can gather.
	24) Corridor C1.6 is a 37' dead end corridor from the gymnasium side. NFPA 101:12.2.5.3, 20' is the maximum permitted.
	25) Exit signage indicated in corridor C1.6 over doors 157 goes against the swing of the doors. This is not permitted by NFPA 101:7.2.1.4.2
	26) It appears that doors with electric panic hardware also have electric strikes. Electric strikes can be used with standard mechanical hardware. Please clarify.
	27) Are you proposing on locking classroom/instructional room doors as permitted by NFPA 101:14.2.2.2.4? If yes provide specifications for the method or product proposed demonstrating compliance with (1)-(10).
	28) The center of corridor C1.2 between classroom wings (near restrooms, clinic etc.) do not hold the P5s-4.875 (smoke partition) rating as do the remainder of the corridor. The center portion is part of the egress corridor and must be protected by smoke partition per NFPA 101:14.3.6(2)(a), 7.5.1.1.1. Currently that area is indicated as P2-4875 (acoustical partition). Walls included- Conference 107, CRT office, unisex 103, unisex 101A, Clinic 101, Art 109, Studio 110B, Sound 1109, OFC 114, OFC 121, and Clos 100C.
	29) The corridor wall along the along offices 114, 116, 118, 117, 119, and 121 is not tagged, but is symbolized similar to the acoustical partition. This must be smoke partition with appropriate opening protectives per NFPA 101:14.3.6(2)(a), 7.5.1.1.1.
	30) Corridor C1.5 walls must be smoke partitions per NFPA 101:14.3.6(2)(a), 7.5.1.1.1. To achieve this per this section, girls locker 140, and boys locker 146 cannot have open entries as indicated. They must be provided with opening protectives per NFPA 101:8.4.3 as referenced by 14.3.6(2)(a). Girls restroom 142 and boys restroom 144 can be open to the corridor as indicated however they must be separated from the locker rooms per NFPA 101:14.3.6(5)(B). Indicate this on the plans.
	31) Similar to comment 30, The wall and doors (C1.5a and C1.5b) must be rated as a smoke partition, as well as the wall by doors 147, 148, and 149. Also include the wall to the plan right side of classroom 156 for wall 1F(3.5) in corridor C1.4b. Demonstrate on the plans. NFPA 101:14.3.6(2)(A)
	32) Stair 1 wall is indicated as 1f(2.1) and 1f(3.5) which does not indicate the 1 hour rating required by NFPA 101:7.2.2.5.1.1, 7.1.3.2. This applies to all stairs.
	33) Are the corridor C1.2 walls in sound eng. 110, studio 110B, and ART 109 glazing? Demonstrate that they meet smoke partition requirements and label accordingly. NFPA 101:14.3.6(2)(A)
	34) Storage 234 and Storage 233 must be separated from corridor C2.4 by smoke partition. NFPA 101:14.3.6(2)(A)
	35) Second floor, the walls in the following locations must be smoke partitions. Office 200A, Office 200F, wall with doors 200, Janitor 209, and A/V 157. NFPA 101:14.3.6(2)(A)
	36) Identify the school grade level for all classrooms. There are limitations on location per NFPA 101:14.2.1.2 and 14.2.1.4.
	37) What will be stored in the rooms under the stairs? NFPA 101:7.2.2.5.3.2(3)
	38) The following doors are located or should be located in smoke partitions. Reflect the smoke rating on the door schedule. NFPA 101:14.3.6(2)(A). 100B.2, 136, 114, 116, 118, 110, 109, 117, 119, 121, 100C, 123, 200, 233, 234, 211 and 209.
	39) Will the school have any laboratories with chemicals? NFPA 101:14.3.2.4.
	40) The exterior building wall within 10' of the stairwells must be 1 hour rated with appropriate opening protectives per NFPA 101:7.2.2.5.2. See A.7.2.2.5.2(b) for clarity. Demonstrate the 10' wall ratings on the plans and the following window locations. Classroom 145, Classroom 138, Classroom 136, Classroom 230, Classroom 232, Classroom 229 and Classroom 231.
	41) Provide manufacturers specifications for the lockset indicated in the hardware schedule as "Sch Std. Bldg Keylock".
	42) Clarify from the manufacturer whether or not the Von Duprin 9947EL functions solely mechanically for egress whereas failure of the electronics would still allow unhindered mechanical egress. If not it must listed in accordance with UL294 as required by NFPA 101:7.2.1.6.3.1.
	43) Indicate on the plans that the panic hardware installed on fire doors will be listed fire exit hardware as required by NFPA 101:7.2.1.7.3.
	44) A-010.2 indicates by note that the duct shafts are not rated. This appears to conflict with NFPA 101:8.6.4. Clarify.
	45) What class furnace is the proposed kiln? NFPA 86:4.1.1.3. And is it fuel fired or electrically heated?
	46) Is explosion relief being provided for the kiln? If not demonstrate exemption. NFPA 86:5.3
	47) Demonstrate that makeup air is being provided in accordance with NFPA 86:5.4.
	48) Identify the location of the emergency switch per NFPA 86:8.2.8
	49) Plans indicate that motion sensors will be used in the areas of egress. Provide a specific note and detail on the electrical sheets to indicate how you will comply with the following: NFPA 101 7.8.1.2.2: (1) Switch controllers must be listed, (2) Switch controllers equipped for fail-safe operation and evaluated for this purpose, (3) Timers be set for a minimum 15 minute duration, (4) Motion sensor be activated by any occupant movement in the area served by lighting units. (5) If building has a fire alarm, activation of fire alarm must activate the switch controller. (6) Lighting control device may not turn off any lights realized upon for activation of photo luminescent exit signs or path markers. (7) Lighting control devices may not turn off any battery equipped emergency luminaries, unit equipment or exit signs. Detail E-701.2 does not reference the fire alarm tie in as required above.
	50) Sheets E701/3 details 4 and 5 as well as the low voltage plans show several special locking arrangement hardware (sensor release etc.) that the architectural plans do not. Ensure that the architectural plans, door schedule etc. reflect all locking arrangements so they match the electrical plans. It would also be helpful overlay any proposed special locks on the life safety plan. Ensure that the door schedule clearly reflects and explains how each locking arrangement will work and whether it is classified as delayed egress or sensor release as permitted by NFPA 101:14.2.2.2.3.
	51) The exit sign outside of boys locker 146 in corridor C1.5 is missing a chevron.
	52) Provide emergency light photometrics for the following locations as emergency light coverage appears like it is missing or inadequate: Art room 109, waiting 100, all stairs, cafeteria 148, serving line 152, gym 154, waiting 200, waiting 100, and files 210. NFPA 101:7.9.2.1.1.
	53) All fixtures outside of all exterior exit doors must be emergency light fixtures per NFPA 101:7.9.1.1. See Annex.
	54) There are transfer openings and ducts penetrating all 3 stair enclosures. This is not permitted by NFPA 101:7.1.3.2.1(9).
	55) Multiple air transfer openings are indicated on both floors crossing the corridor smoke partitions between classrooms. Smoke dampers with fire alarm smoke detectors activation are required. Show on the plans. NFPA 101:14.3.6(2)(a), 8.4.6.
	56) The chapel HVAC is not designed yet. This must be provided prior to plan approval.
	57) Based on comment 31, The indicated air transfer openings by doors C1.5a and C1.5b must be provided with smoke dampers and Fire Alarm smoke detectors per NFPA 101:14.3.6(2)(A), 8.4.6,
	58) Air transfer openings at storage 234 and 233 must be provided with smoke dampers per NFPA 101:14.3.6(2)(A), 8.4.6. This is per comment 17 which requires the rating.
	59) INFORMATIONAL ONLY NO RESPONSE NECESSARY: The system(s) outlined in this set of plans is conceptual. A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating they evaluated that the existing system meets the occupancies Code requirements and no work to be done to the existing system to meet Code based on the work in this permit: - Fire Alarm System (all sprinkler backflow electronically supervised [Fire Marshal Directive 22-001] - Fire Sprinkler System - Fire underground - Fire/Smoke Damper Test/Inspections - In Building Radio Permit or Passing Test Report
	60) Informational Comment No grease producing cooking equipment is indicated in the kitchen or concession stand. Only warming ovens in the kitchen.
	61) Informational Comment A voice evacuation fire alarm is required per NFPA 101:12.3.4.3.7. Will verify when fire alarm shop drawings are submitted.
	62) Informational Comment The fire alarm plans submitted have not been reviewed and will require a separate deferred submittal for fire alarm permit.
	63) Fire Protection sheets have been provided full size signed and sealed by William M. Weaver PE.
