Plan reviewed for 28,233 SF, Two (2) Story, Type IIB[II(000)] Construction, Wet Sprinkler system [NFPA 13] with Remote FDC, Service Center has two HVLS Fans. Fire Alarm System throughout [E401].

Non-Separated Mixed Use: Special Purpose Industrial, Storage, Business.

Reviewed using FFPC 8th edition effective Dec. 31, 2023. NFPA 1 and 101 references are Florida Editions of the code in the FFPC.

Review by the AHJ shall not relieve the applicant of the responsibility for compliance with the Code.
 

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size.
C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8".
- Code responses shall reference Florida Fire Prevention Code, 8th Ed.

 

1) The majority of the Sheets have “NOT RELEASED FOR CONSTRUCTION OR PERMIT” in the Sheet’s Title Block. I cannot approve these plans with this statement on the Sheets.

Remove this statement.

 

2) Applicable Code Section on Sheet G003 does not call out The Florida Fire Prevention Code 8th Edition [FFPC]. 69A-3.012.

Call out the FFPC in the Applicable Code Section.

 

3) Fire Protection Sheets FP001 and FP201 are not Wet Stamped and Wet Sealed.

Have the FP Sheets Wet Sealed and Wet Signed by the Fire Protection Engineer.

NOTE: The FDC shown on Sheet FP001 {Fire Protection Site Plan] and Sheet FP201 [outside Sprinkler 134 room] is shown on the building. Per the approved Site Plan, the FDC is remote from the building.

 

4) Sheet G003 under Code DATA Analysis (FBC) Moderate-Hazard Storage is called out for the Hazard Class. This classification is not found in Chapter 6.2 of NFPA 101. Provide the classification of hazard of contents per Chapter 6.2 of NFPA 101.

 

5) There is a discrepancy between the FBC Building square footages and the FFPC square footages; particularly the “Total Level 1 & 2” as shown on Sheet G003.

The square footages for any given room, level and/or building should match between the FBC and the FFPC. Update the Sheet.

 

6) Provide completed Hazardous Materials Inventory Statement in accord with NFPA 1:60.1.6, (See Section II (Hazardous Materials Inventory Statement) of “Hazardous Materials Management Plan” Annex C.3.1 of NFPA 400 (400:1.12.1), 2019 Edition. If material quantities exceed MAQ be prepared to show compliance with appropriate section of hazardous materials code (NFPA 1 Ch.60).

7) Will there be outside storage of more than 500 tires? If yes, demonstrate compliance with Chapter 33 of NFPA 101.

 

8) Sheet A201a calls out a Café’ 136. Will there be any cooking? If yes, call out any cooking equipment and demonstrate compliance with Chapter 50 of NFPA 1.

 

9) There are Three (3) vertical openings; two un-enclosed stairs and a large 18’-8” x 19’ vertical opening in the Parts 114 / Parts 201. Which option (if applicable) of 101:40.3.1 or Section 8.6 of NFPA 101 are you using for protection of these vertical openings?

 

10) I was not able to find Elevations of the Stairs demonstrating compliance with 101:40.2.2.3 and 101:7.2.2.

 

11) Sheet E301 shows two (2) large HVLS fans in the Service Shop132. The installation of HVLS fans in buildings equipped with sprinklers, including ESFR sprinklers, shall comply with the following:
(1) The maximum fan diameter shall be 24 ft (7.3 m).
(2) The HVLS fan shall be centered approximately between four adjacent sprinklers.
(3) The vertical clearance from the HVLS fan to sprinkler deflector shall be a minimum of 3 ft (0.9 m).
(4) All HVLS fans shall be interlocked to shut down immediately upon receiving a water flow signal from the alarm system in accordance with the requirements of NFPA 72.  13:11.1.7

 

12) Door Schedule on Sheet A500 does not identify the hardware sets by numbers or letters as typically found in plans hardware schedules. Project Manual section 08-7110-1 through 08-7110-3 is not centered on the pages correctly and part of the information is hidden in the binding. Also, the information provided that is legible does not clearly identify the type, make model of the hardware and to which specific door the hardware belongs to.

a) Update Sheet A510 Door and Hardware Schedule with a hardware set identification number/letter that is parallel/coordinated with the Projects Door Hardware information, AND

b) Update the Project Manual’s 08-7110 {Hardware Schedule] pages to match Sheet A500’s Door and Hardware Schedule

 

13) Will there be any Special Locking Arrangements including but not limited to: Mag-Locks, Delayed-Egress Electrical Locking Systems [101:7.2.1.6.1], Sensor-Release of Electrical Locking Systems [101:7.2.1.6.1.2], Door Hardware Release of Electrically Locked Egress Door Assemblies, etc.

If yes, call out on plans. These doors will be reviewed as a deferred submittal and a HOLD 105 Inspection will be placed on the plans for this submittal.

 

14) Will there be any aboveground or belowground new or used oil storage tanks greater than 60 gallons? If yes, you will need to provide an SJC Fire Marshals Permit and information on the quantity and type of fluid being stored.

Guidance: Make sure to include hazard class(es) in accord with NFPA 1, and any sub classes so I am able to check the designers work to make sure chemical's requirements met. Not all chemicals are hazardous and not all hazardous chemicals will have sub classes. Some chemicals can also fall into 1 or more hazard classes. If you need someone to guide your project with chemicals to meet Code you may need to reach out to an Industrial Hygienist.

 

16) Will this repair facility conduct work on any vehicles that are powered by (in part or totally) by Hydrogen, LP-Gas, CNG, or LNG vehicles?

If yes, Demonstrate compliance with NFPA 30A and the appropriate NFPA [Hydrogen – NFPA 2, LP – NFPA 58, CNG and LNG – 30A Section 7.8]

 

17) How will you make the floor of the Service areas and areas where Flammable and/or Combustible liquids will be stored “liquid tight”? 30A:7.4.3.2

 

18) Sheets A201b and P201 shows a sloped area adjacent to the roll up doors with a drain. The rest of the service floor does not appear to be sloped. NFPA 30A:7.4.3.2.

Show the Service Shop Floors sloping towards the floor drains.

 

19) Will this facility work on vehicles with “Nonordorized” gases? If Yes, demonstrate compliance with NFPA 30A:7.4.6.

 

20) Will there be a parts cleaner on site? If Yes, The solvent shall be nonflammable and have a flash point above 100°F. NFPA 30A:9.76.

Provide information on the parts cleaner and solvent demonstrating compliance with 30A:9.7.6.

 

21) Exit signs on the LSP and Electrical Sheets do not match. The exit signs are installed from the electrical Sheets. Match the LSP and Electrical Sheet Exit Signs.

 

22) It does not appear that the egress paths in the following areas are provided with emergency lighting. 101:40.2.9

Service Drive 129, Roll up door side of Service Shop 132, Sprinkler Room 134, Comp/Fluids 133 and Tools 137, Outside of Exit Doors 132b and 132e.

 

23) I am not able to determine if the Emergency Lighting coverage provides 1 ft-candle along the egress paths. 101:7.9.2.1.1.

Provide Emergency Lighting Photometrics demonstrating compliance with 101:7.9.2.1.1.

 

24) Missing exit signs for Doors 132b and 132e.

The system(s) outlined in this set of plans is conceptual.

A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating no work to be done to the existing system:

- Fire Alarm System [E401](all sprinkler control valves and the BFP to be electronically supervised [Fire Marshal Directive 22-001]
- Fire Sprinkler System (HVLS Fans-A301)
- Fire underground
- Above/Underground Storage Tanks

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Air handlers with more than 2000 CFM are required to have duct smoke detectors. NOTE: If there is a FIRE ALARM SYSTEM in the building the duct smoke detector must also be connected to the fire alarm system. 90A:6.4
Where smoke detectors required by 6.4 are installed in a building not equipped with an approved fire alarm system as specified by 6.4.4.2, the following shall occur:
1. Smoke detector activation required by section 6.4 shall cause a visual signal and an audible signal at a normally occupied area.
2. Detector troubles shall be indicated visually or audibly in a normally occupied area identified as air duct

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:  NFPA 101 7.9.2.3
(1) Failure of a public utility or other outside electrical power supply
(2) Opening of a circuit breaker or fuse
(3) Manual act(s), including accidental opening of a switch controlling normal lighting facilities.
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with item #2.

 

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Buildings containing Fire Alarm Systems, Fire Sprinkler Systems, etc. and/or Security Systems that make it difficult to access the building in an emergency are required to have a Fail-Safe box. NFPA 1:18.2.2.1
