Plan reviewed for 136,228 SF Type IIB(II(000)) Construction, Sprinkled (w/Fire Pump), BDA, Fire Alarm System Throughout, Sprinkled, NFPA 110 Generator.

Reviewed as Class A Mercantile – Bulk Merchandising Retail Building

Reviewed using FFPC 7th edition effective Dec. 31, 2020. NFPA 1 and 101 references are Florida Editions of the code in the FFPC.

Review by the AHJ shall not relieve the applicant of the responsibility for compliance with the Code.
 

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the permit center.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size.
C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8".
- Code responses shall reference Florida Fire Prevention Code, 7th Ed.

 

1) This is a preliminary review. Do not resubmit until clearance sheet and approved site plan obtained. Turn in both clearance sheet and approved site plan with building permit application to Fire Permit Tech.

NOTE: Based on fire's site review, additional comments may be provided.

 

2) The two sets of plans are loose leaf and not bound (staples, pinned, etc.). The plan sets are to be bound upon resubmittal.

 

3) The plans code references are primarily based on the Florida Building Code (FBC). I am not seeing code references from the Florida Fire Prevention Code 7th Ed. (FFPC).

Provide FFPC references with each FBC reference. This can be done separately of parallel to the FBC references.  

 

4) There are numerous Civil Sheets included in the plan set. Civil Sheets are used during the Development Review Committee process. They are not to be a part of the building plan review process.

Remove ALL Civil Plan Sheets from the building plan sets.

 

5) The following will be required to be submitted as Deferred Submittals for permits:

a) Fire Sprinkler System

b) Fire Alarm System

c) Fire Pump

d) Emergency Responder Communication Enhancement System (AKA Building Radio Enhancement System or/ “BDA”)

e) Generator

 

6) Sheet A4.07 indicates that a generator or generator’s will be installed adjacent to the Electrical room. The Emergency Lighting (EL) Sheets and electrical Panel “EM” indicates the generator will be used for powering specific normal egress lighting fixtures as Emergency Lighting.

New Emergency Power Systems for Emergency Lighting shall be at least Type 10, Class 1.5, Level 1 in accordance with NFPA 110. 101:7.9.2.2

Provide documentation for the generator system demonstrating it complies with 101:7.9.2.2

 

7) Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:  NFPA 101 7.9.2.3
(1) Failure of a public utility or other outside electrical power supply
(2) Opening of a circuit breaker or fuse
(3) Manual act(s), including accidental opening of a switch controlling normal lighting facilities.
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with item #2.

 

8) With exception of the Garden Center, the Exit Signs throughout are indicated on Sheet E6.01 as being “Photoluminescent”. Photoluminescent exit signage is permitted, provided the face of the exit sign be continually illuminated in accordance with the signs listing. The charging illumination shall be a reliable light source such as a non-switched night light, and meeting the listing requirements for the type of illumination. 101:36.2.10

There are some of the night lights located at, near, or in the area of the photoluminescent exit signs. However, there are photoluminescent exit signs not covered by the night lights. I am unable to determine it the night lights comply with the manufactures listing. 101:7.10.7.2

a) Provide the manufacturer’s specification sheet(s) for the photoluminescent exit signs, AND

b) Evaluate the locations of the night lights for compliance with the mfr.’s spec sheets for compliance with the illumination requirements for the signs, AND

c) adjust the lighting sheets to demonstrate compliance with 101:7.10.7.2

 

9) Fire Protection Sheet FP1.0 indicates the Hydrant Flow Test dated 12/05/2022. By the time this permit will be at the approval point the hydrant flow test will more than a year old.

Have the FP Engineer update the hydrant flow test data with a test date less than one year old. The FRE will also need to reevaluate the Fire Protection data / sheets to the new hydrant flow test data.

 

10) Sheet A2.01, Keyed Note #37 indicates a “KNOX” box to be installed. St Johns County uses “FAILSAFE” Brand building access boxes for building access. Please contact Dawn Lyons at 904-209-1712 or dlyons@sjcfl.us for the FAILSAFE order form and to help with any questions you may have.

 

11) Sheet A2.01 indicates there is a trash compactor chute opening into receiving Area 125. The trash compactor chute opening does not open into an intake room as required by NFPA 82:8.3.5. 101:36.5.4, 101:9.5.1.3

a) Show the compactor chute door opens in a rated intake room, and is lockable. 101:36.5.4 and 82.8.3.5

 

12) Provide the manufacturer’s specification sheet for the compactor chute door demonstrating it complies with 82.3.2.

 

13) There are several doors with Delayed-Egress Electrical Locking Systems and a few doors with magnetic locks. All of these doors have panic hardware also. These doors with special locking arrangements will not be reviewed at this time. 101:36.2.2.2

I am placing a HOLD 105 (framing) Inspection for a revision for Special locking arrangements to address these and any other door with special locking arrangements.

 

14) The Door and Hardware Schedule on Sheet A6.01 identifies doors that have Delayed-Egress that the Project Manual Hardware Page does not identify by door number. For example; Project Manual identifies Door #130A only for hardware set #14 and Sheet A6.01 identifies Doors 130A, 130B and 131B as having Hardware Set #14. This has been noted throughout the Project Manual and Door and Hardware Schedule on Sheet A6.01.

Update the Project manual; and/or Sheet A6.01 so the correct doors are identified.

 

15) Door 131B from the TRC Maintenance Room 131 as having Delayed-Egress (Hardware Set #14. Having Delayed-Egress on this door places the occupant having to travel through two doors with Delayed-Egress. This will require complying with 101:7.2.1.6.1.1(3). This will need to be addressed during the revision review for Special Locking Arrangements noted above.

 

16) The Exterior Electrical Room #124’s two exit doors 124A and 124B are shown with Hardware Set #03 (cylinder core / padlock. These doors require panic hardware. NFPA 70:110.33(A)(3); NFPA 70:110.26(C)(3) (electrical equipment >1,000V and/or >800 Amps)

Provide panic hardware for these two doors.

 

17) The double fence gate #101L at the left rear of the Secure Tool Storage is shown in the Hardware Schedule to have a padlock. The LSP does not show this gate to be a part of the means of egress. This gate will need “NOT AN EXIT signage complying with 101:7.10.8.3 installed on the gate so that it is visible to the Tool Storage side when closed.

Provide a sample of the signage complying with 101:7.10.8.3.

 

18) The Secure Tool Storage section needs Exit Signage inside the Secure Tool Storage (STS) area to guide the occupants to the only two exits from the STS area. The EXIT signage will need to be installed so that the exit signage is visible from within the STS area but will not confuse the other occupants of the main store area outside the STS area. 101:36.2.10

A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating no work to be done to the existing system:

- Fire Pump
- Generator
- HOLD 105 (Framing) INSP - Revision for Special Locking Arrangements
- In-Building Radio Enhancement System (BDA) TEST / PERMIT

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Air handlers with more than 2000 CFM are required to have duct smoke detectors. NOTE: If there is a FIRE ALARM SYSTEM in the building the duct smoke detector must also be connected to the fire alarm system. (NFPA 90A:6.4.4.2)
Where smoke detectors required by 6.4 are installed in a building not equipped with an approved fire alarm system as specified by 6.4.4.2, the following shall occur:
1. Smoke detector activation required by section 6.4 shall cause a visual signal and an audible signal at a normally occupied area.
2. Detector troubles shall be indicated visually or audibly in a normally occupied area identified as air duct

INFORMATIONAL ONLY NO RESPONSE NECESSARY:

Occupancy Sensor NFPA 101: 7.8.1.2.2  
Unless prohibited by Chapters 11 through 43, automatic lighting control devices shall be permitted to temporarily turn off the illumination within the means of egress, provided that each lighting control device complies with all of the following:
(1) In new installations, the lighting control device is listed.
(2) The lighting control device is equipped to automatically energize the controlled lights upon loss of normal power and is evaluated for this purpose.
(3) Illumination timers are provided and are set for a minimum 15-minute duration.
(4) The lighting control device is activated by any occupant movement in the area served by the lighting units.
(5) In new installations, the lighting control device is activated by activation of the building fire alarm system, if provided.
(6) The lighting control device does not turn off any lights relied upon for activation of photoluminescent exit signs or path markers.
(7) The lighting control device does not turn off any battery-equipped emergency luminaires, unit equipment, or exit signs.
