Plans for a preliminary review of a 6 bay shooting range canopy.  Overall I have no issue with the plan, however I am unable to approve it until a clearance sheet is issued.  Plan is NOT APPROVED.

1) Plans for a preliminary review of the Sheriff's office Guest range house, which is a 3356sf  occupancy that appears to be designed as a multiple separated occupancy per NFPA 101:6.1.14.4, Business and Storage.  The building is not proposed to be fire sprinklered but does show a fire alarm system and is constructed of type IIB construction.  The building is in accordance with NFPA 495 2013 edition, and per plan will have a maximum of 100,000 small arms bullets on site.  (.50 caliber or smaller)

3) Identify what will be stored in SJSO Storage 301.  If there are any flammable or combustible liquids how will they be stored in compliance with NFPA 1 Chapter 60 and 66,  and NFPA 30.

4) Does small arms ammunition storage meet the definition of High Hazard Contents as defined by NFPA 101:6.2.2.4.

Definition:

High hazard contents shall be classified as those that are likely to burn with extreme rapidity or from which explosions are likely. 

If no, please justify.  If yes, the following will apply:

This will need to be indicated on sheet AL-120
2 exits will be required from the ammo storage area.  NFPA 101:7.11.4 and 42.2.4.1(3)

5) Sheet AL-130

The fire prevention code does not have a moderate hazard classification.   Include the classification of the structure based upon NFPA 101:6.2.2 per NFPA 101:42.1.5.1 as low, ordinary, or high hazard.  This can be in addition to the building code classification.

6) It is noted that there are offices meeting rooms etc. whose entry doors are within fire rated walls with fire rated doors/closers.  Based on past inspection experience doors like these are not typically closed when the space is occupied, therefore they may get propped open.  Unfortunately fire doors cannot be propped open.  I would recommend that you consider installing fire alarm magnetic hold opens during the construction phase in these areas which would alleviate this concern.

8)  What is the method intended to protect the range in the kitchenette?

RTC indicates the Denlar D1000 is proposed which is a residential listed range hood with suppression system.  This has not been permitted in the other buildings due to the assembly component.  It is however permitted in this building which is business and storage.  The installation of this equipment will require a separate kitchen suppression permit.  A 105 hold has been placed on the building permit for this information.  PJW Tuesday, March 31, 2020

9) Interior Finish

Provide specs for interior floor finish for carpets and vinyl tile that meets the requirements of NFPA 101 section 10.2.  NFPA 101:38.3.3.3

Provide specs for the interior wall and ceiling finish meeting the requirements for A or B in corridors and A, B or C elsewhere.  NFPA 101:38.3.3.2

If you do not have this detailed information at this time, I can place a 105 hold on the permit for this information.

Per RTC this is being finalized at this time with the owner and will be submitted as a revision in the future.  If not, ensure that the interior finish documentation is available upon request by the fire inspector at the time of final.  PJW Tuesday, March 31, 2020

11) Dampers

I do not see any dampers indicated on the mechanical floor plan.  There are many HVAC ducts that appear to penetrate fire walls without an indication of dampers.  Please clarify.

12) Emergency lights

On the legend the hashed lighting fixture indicates "Luminare/Life Safety and/or nightlight..."  Are these fixtures local battery backup, or ran off of the life safety generator.  I recall from the page turn meeting that they were going to be ran off of the life safety generator, I just wanted to confirm for clarity.  

I did not see emergency lights indicated for the following locations:  Women's Restroom 1 (307), Women's Restroom 2 (305),  Multipurpose room 308,  FBI Ammo bunker (302) and Mens Restroom (306).

Based on extensive discussion regarding the same comment in the Training/Dispatch building, the above lights will need to be added. There is no exemption for occupant load as indicated in the RTC.   PJW Tuesday, March 31, 2020

13) Provide product specifications for the locking hardware intended (REX devices, card readers, electric strikes, electronic panic hardware, etc.)

Please clarify why the REX devices (sensors) are being used on the doors in addition to the electronic strikes/electronic panic hardware.  Rex devices are typically used in conjunction with access controlled egress locking arrangements with magnets which are not indicated here.  Typically with electric strikes the door can always be opened mechanically from the egress side.  From the ingress side, the card reader would release the electric strike.

Please clarify how each door will operate.  If you do not have the detailed specifics available at this time to answer the questions, I can add a hold to the permit and we can defer the locking arrangements permit until a lock contractor is on board.  Please advise.

Per RTC like the other buildings, all hardware whether panic or lever will have mechanical free egress at all times.  The card access will not hinder this.  PJW Tuesday, March 31, 2020

Note C1 Fire alarm riser has a note that indicates that it may not be specific to this job.  This is part of the engineering design for the fire alarm system , and must be specific to this project.

An ENGINEERED signed and sealed Design Criteria for the fire alarm system over $5000.00 is required to be submitted with the general construction documents. FBC 105.3.1.2  We are unable to approve the plan until this information is provided. (The Design Criteria is not a full set of shop drawings.) THIS IS WHAT IS REQUIRED BY FLORIDA ADMINISTRATIVE CODE 61G15-32.008,(A-O) Design of Fire Alarms and Detection Systems.

16) There are 1 and 2 hour fire walls indicated on the plans, but I do not see any indication of fire rated doors in the door schedule on sheet A-602.  It appears that the following doors will require appropriate ratings, verify and confirm that there are no others and show on the plans.
