1. The life safety sheet indicates the occupant load for the 3,385 SF ballroom #1 is 226 occupancy the factor of 15(less concentrated).
The life safety sheet indicate the occupant load for the 3,027 SF ballroom #2 is 202 occupancy the factor of 15(less concentrated).
NFPA 101:7.3.1.2 uses a factor of 7 for the occupant load of assembly areas where no fixed seating is being used. The plans do not show any fixed seating in the ballroom area.
Re-evaluate this area using a factor of 7. In addition, the plans show that these spaces can be used as one ballroom. Evaluate this space using the increased occupant load regarding egress capacity and number of means of egress.

2. NFPA 101:13.7.9.3 requires that every room constituting an assembly and not having fixed seating shall have a legible and durable occupant load of the room placed in a conspicuous place near the exit of the room.
Add this requirement to the plans.

3. Plans indicate that motion sensors will be used for the normal overhead lighting in the areas of egress. Provide a specific note and detail on the electrical sheets to indicate how you will comply with the following:
NFPA 101 7.8.1.2.2: (1) Switch controllers must be listed, (2) Switch controllers equipped for fail-safe operation and evaluated for this purpose, (3) Timers be set for a minimum 15 minute duration, (4) Motion sensor be activated by any occupant movement in the area served by lighting units. (5) If building has a fire alarm, activation of fire alarm must activate the switch controller. (6) Lighting control device may not turn off any lights realized upon for activation of photo luminescent exit signs or path markers. (7) Lighting control devices may not turn off any battery equipped emergency luminaries, unit equipment or exit signs.
The requirement regarding motion sensors and the fire alarm indicate that the normal overhead lighting will turn (if not already on) on when the fire alarm is activated. Sheet E101 has a note regarding the emergency lights being tied to the inverter and will be tied to the fire alarm.
If the intent is to use the emergency lighting to light the egress path when the fire alarm activates, the emergency lighting must maintain at a minimum 1 foot candle of illumination throughout the space and not an average of 1 foot candle. Provide photometrics that the minimum 1 foot candle of illumination is maintained in all spaces.(not average)

AOR response- Illumination of the means of egress is provided per NFPA 101:7.8.1.2.2. The drawings are modified to clarify the occupancy sensor shall be interconnected to the fire alarm system as required by a UL listed transfer relay which will enable the fire alarm system to override the automatic controls as required. Clarifications are provided to make clear the emergency lighting is required to meet 101:7.9 and not 101:7.8.

4. Sheet E101 indicate that special locking arrangements via a card reader will be installed on the rear exit door by corridor(113)(Vestibule 111). This door is showing lever lock hardware. Sheet E000 provides the card reader detail. Note 4 detail show a electrically locked egress door assembly (NFPA 101:7.2.6.3) and notes 6 and 7 show sensor releasing electrical locking via motion sensor and a push to exit button. (NFPA 101:7.2.1.6.2).
Sensor release and electrically locked assemblies are two distinct processes and are not allowed to be intermingled.
Evaluate the locking arrangement and door hardware for this door.

AOR response- This detail covers many different types of door hardware. Final door arrangements/hardware to be determined during the shop drawing phase.
Reviewer's response: In order to move this project along, I will place a hold for a revision to be submitted concerning this locking arrangement. Please keep in mind some locking arrangements need to be tied to the fire alarm and could require additional wiring to be ran as well a revisions to approved fire alarm plans if already approved before the decision is made.

Provide a lighted exit sign above this door that leads directly to the exterior. (Vestibule 111)NFPA 101:7.10.

At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:
- Wall and ceiling finish will meet Class A, B or C. 101:38.3.3.2.2
- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:38.3.3.3.3.
If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size.
C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8".
- Code responses shall reference Florida Fire Prevention Code, 8th Ed.
