Three-story dwelling built under 1994 SBC requires fire-rated floor/ceiling assemblies, including fire-rated HVAC ceiling dampers.

COMPLETE ROUGH INSPECTION must include the following:
1. Ceiling dampers in all HVAC ceiling supply and return vents.
2. Open unpermitted drywall walls to verify wiring methods, insulation, duct work, sealing of top plate, and fireblocking/draftstopping.
