Plan reviewed for A new BDA system for the Clubhouse and Apartment Buildings 1, 2, 3 & 4. The main BDA system will be in the Clubhouse with the local service antennas on the main floor of the Clubhouse and on each floor of the apartment buildings. Main BDA Panel is a Westell ProtectLink Public Safety BDA, BDA Remote Annunciator is a Westell ProtectLink  Model: CS40 ANNUC. 

Reviewed using FFPC 7th edition effective Dec. 31, 2020. NFPA 1 and 101 references are Florida Editions of the code in the FFPC.

Friday, August 25, 2023 DF: This update is due to the original review being approved but shown as rejected on 03/07/22. The plans were approved and permit issued. The open comments are being closed and the review status updated from "Rejected" to "APPROVED". A building permit for buildings 1, 2, 3 & 4 have been received and processed. A copy of the approved plans is being scanned into ERMS for each building.

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the Permit Center.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (job and office). One copy of the removed/old pages will need to be resubmitted and labeled "OLD". Do not forget to remove pages for work not associated in this permit. All plan pages must be the same size.
C. Provide a response to comments along with any supporting documentation.  Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comment was addressed. Ex - "top left of page A11" or "Page E1 note 8".
- Code responses shall reference Florida Fire Prevention Code 7th Ed. (not Building Code)

1) One (1) set of plans for 5 clearance sheets (M21-8010, M21-8010*1, M21-8010*2, M21-8010*3, & M21-8010*4). This comment will not be signed off until both clearance sheets have all other comments addressed.

2) Only one application was provided, Clubhouse (M2021-8014*4). The main portion of the BDA system will be housed there. However, each building will have BDA Omni Antenna’s distributed in each building. Each building will need to have a separate Fire Marshals permit.

Provide additional Fire Marshal permits for Bldg. 1 (M21-8010), Bldg. 2 (M21-8010*1), Bldg. 3 (M218010*2), and Bldg. 4 (M21-8010*3).

3) Sheet ER1 provides code references for NFPA 1221 and 1225. Both identified as 2019 editions. St Johns County Fire Marshals Office (SJCFMO) does not use the 2019 edition of NFPA 1221. Instead, SJCFMO uses NFPA 1225 2020 edition for BDA Systems.

Update the code references to reflect the correct code editions. Also, please identify the Florida Fire Prevention Code 2020 7th Edition. FFPC

4) Sheet ER11 in the BDA System layout in the portion the is labeled ”MONITOR MODULES TIED TO F/A SYSTEM” does not appear to be complete.

Update the BDA modules/items the FACP is to be monitoring as shown in NFPA 1225:18.14.1.2.

5) The dedicated BDA annunciator panel on Sheet ER11 appears that it will be a part of the FACP / FAAP. The BDA is required to have a separate BDA Annunciator panel that provides specific visual and labeled indications as required by NFPA 1225:18.14.2.2.

It looks like the information on Sheet ER11, under “ADDITIONALLY THE FACCP/FAAP WILL BE USED TO ANNUCIATE THE FOLLOWING” is the items listed in NFPA 1225:18.14.2.2 except that plans sheet Item #1 is either normal a/c power OR loss of normal a/c power. Both of these are required to be provided in the BDA annunciator panel.

The cut sheets indicate that a remote annunciator is being provided and it shows the correct data. Update Sheet ER11 to reflect this data.
