I received an email from Bill Freeman Chief Engineer of CDBG-DR Housing with an attached PDF of the 61G15-32.004 information for apartment buildings #1, #2, #3 and #4. The PDF is signed by EOR Gregory Speer. My supervisor Anthony Gedris and I reviewed the 61G15-32.004 and realized it was not on letterhead and did not identify the specific project or address but was verified via phone on 10/06/21 by Engineer Bill Freeman as the sprinkler criteria for Victoria Crossing Apartment Buildings #1, #2, #3 and #4. My Supervisor and I were on the phone at the time the verification was made. By direction of my supervisor this 61G15-32.004 information is to be accepted and scanned into the apartments ERMS files and their respective comments signed off.

NOTE: Per Supervisor Anthony Gedris, The 61G15-32.004 for the Clubhouse which is not covered in this 61G15-32.004 will be required to be submitted as a revision to the clubhouse building permit and may be submitted along with the sprinkler shop drawings.

10) No Life Safety Plan page provided. Provide Life Safety Plan pages for Buildings 1, 2, 3 and 4. Plan is to include travel distances, exit signs, etc. The Fire Resistance plans show travel distance but some are the same on each floor, some are not.

- Provide LSP’s for each building including common path and total travel distances.

- The exit sign locations are to match on both the LSP and the Electrical pages.

11) ALL bathtubs/shower combinations and ALL showers are required to have grab bars complying with 101:24.2.8.

Plan set shows shower grab bar location exhibits for each unit on the unit’s floor plan page that do not meet 101:24.2.8. The grab bars are not the correct length, placement/location on the wall, not shown on the entrance/egress area least obstructed (by the toilet for example) etc. 101:30.2.1.3

Unit floor plans A1, B1, B1 HC, C1 and C1 HC show “Backing for future grab bars” on one or more of the bathtub/shower combinations.

Unit floor plans A1 HC and C1 HC bathtub/shower combinations have grab bars installed but do not meet 101:24.2.8

Unit floor plan B1 HC shower has horizontal grab bars only.

Update the plan pages to show the grab bars complying with 101:24.2.8

12) Door and window schedule on page A2.0 shows the unit corridor doors (01) will have spring hinges. These hinges (as well as ALL door hardware are to be fire rated to 45 minutes). Provide the manufactures spec sheets to the fire inspector at time of the fire final.

15) The Fire alarm system is required to monitor tamper devices for the sprinkler systems valves including the back flow preventer’s valves. 101:7.2.2.6.3.1(6)(a)

The General Contractor is to coordinate with the fire sprinkler underground contractor and the fire alarm contractor to provide the proper conduit for the fire alarm wiring from the Fire Alarm Control Panel to the Back Flow Preventer’s valves.

18) Emergency lighting is required for the corridors and stairs. Provide emergency lighting (in addition to the normal egress lighting) meeting 101:7.9.

If wall packs are to be used it has been my experience, a typical wall pack emergency light usually mounted 8' above the floor covers approx. 8' either direction with a 3' wide path.

Please keep this in mind when you design the emergency lighting coverage for the corridors and stairs. Provide the manufacturers specification sheets for the El being used so I can verify coverage. If you decide to provide photometrics to verify coverage ensure the coverage meets 101:7.9.2.1.1.

No emergency lighting shown covering the stairs. No emergency lighting on the first floor under/next to providing emergency illumination to the edge of the buildings public way access.

b) Provide the manufacturer's specification sheets so I can verify the coverage, OR,

C) Provide photometrics demonstrating coverage complying with 101:7.9.2.11.

19) In Building Radio Enhancement System (BDA)

This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1221 (2016 ED.) by the time of the framing inspection.

St Johns County Fire Rescue’s radio control frequency is 853.8875. You will need to provide this information to your third party contractor.

NOTE: A copy of this report must be provided and submitted to our office as a revision before the 105 framing inspection.  A 105 Framing Hold has been placed until receipt of the revision.

-If it passes the inspection radio testing at the framing stage, you will need to submit as a revision as we will record the documentation and remove the hold.

- If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.

At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.

20) Unable to locate all signage that will need to be posted at final. Please illustrate and identify location, so examples can be verified and contractor will know what to mount and where to mount.

Examples but not limited to: Building address numbers (1:10.11.1), light weight truss signage (FS633.222 and FAC69a-60.008), building electrical disconnect (1:11.1.7).

A fire department access box is required due to fire protection in the building. The brand approved by our department is fail safe. It will need to be mounted at building entrance. Use the link below to order the box off of their website.  It is imperative to fill in all the sections with the correct information to ensure your access box is keyed properly.  The required box for this jurisdiction is the "LBI FAIL- SAFE- LOCK BOX WITH TAMPER SWITCH".  This is usually the first box listed and is approx.
Remember when the form references the fire “department/ issuing agency” and “authorized signature” you must indicate "St. Johns County Fire Rescue".

Each new Fire Wall, Fire Barrier, Fire Partition, Smoke Barrier, Smoke Partition, or any other new wall required to have protected openings shall be permanently identified with signs or stenciling above any decorative ceiling and in concealed spaces with the wording, "FIRE AND SMOKE BARRIER - PROTECT ALL OPENINGS", or similar language. Such signs or stenciling shall be 4 inch high letters, 1/2 inch stroke, and not more than 15 feet on center. NFPA 101 8.3.2.4

If wall is fire rated, also add sign that indicates rating in hours.

At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:

- Wall and ceiling finish will meet Class A, B or C. 101:30.3.3.2(3)

- Corridors will meet Class A or Class B. 101:30.3.3.2(2)

- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:3.3.3.3

If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.
