Plan for a underground private fire main system for the Vicars Landing at Oak Bridge Complex.  Note: The northern portion of the complex fire main is owned by a public utility as well as the hydrants.  The southern portion of the complex is private.  The scope of this review is as follows: The 8" fire line from the pump house travels south approx. 236' to a "T".  From there the line turns east approx. 1060 feet where it feeds 6 building sprinkler systems with 6" lines to 1'AFF and 4 hydrants.  From the "T" to the west is approx. 620 feet which supplies 2 buildings with 6" lines to 1'AFF, the clubhouse with an 8" line, and 2 fire hydrants. 

The remining 16 cottage buildings included in this review are fed from the public line with 2" mains to 1'AFF. 

FDC Placement- Assisted living indicating a yard FDC.  All others are indicted on the buildings.

SCOPE UPDATE: The scope indicated above has been changed.  The scope of this review is now for the private main that is tied into the JEA main going into the pump building.  The private fire main coming out of the fire pump building including the entire private fire main on the southern part of the property, including the fire hydrants.  The building main continuations to each building up to 1'AFF are not included in this review and will be submitted later, individually by building.  The scope of this review has been highlighted in yellow on the JOB COPY plans.  PJW Wednesday, February 9, 2022.

Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.

To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.

2) The mains entering and exiting the pump house/generator building including the enlarged view on sheet C6.3 do not line up properly.  So much that they are actually indicated within the footprint of Cottage 13.  Ensure that the layers are aligned appropriately.

4) Provide underground permit applications for each building individually.  Each building will have a permit covering their respective sprinkler underground main.  The remainder of the site 8" mains and hydrants will be under the pump house permit.

This review was performed and permitted under the pump building permit, since the entire private fire main is fed from the fire pump.   When the building tie-ins are submitted later, they will each be submitted with a separate underground permit for each applicable building.  PJW Wednesday, February 9, 2022

5) In this review each building will get 1 visual inspection, 1 hydro inspection, and 1 final inspection for their tie in to the respective street main.  The entire 8" private fire main on the south end of the property (entered under the pump building permit) will also get 1 visual inspection, 1 hydro inspection and 1 final.  If you need more inspections than this, indicate this on the appropriate application so you can be charged accordingly.

7) Who is installing the site fire pump?  Ensure that the EOR for the flats buildings is on board with the pump selected, to ensure that it is sufficient for the project.

8) Some of the FDC's on the buildings have callouts and some do not.  Either provide callouts on all or provide the FDC symbol in the legends.

9) The building sprinkle mains stop short of the buildings.  Show the mains all the way to the riser location 1'AFF.  Cottage 6 does not show a fire main, only a 6" stubout.

10) Sectional Valves

I do not see sectional valves as indicated as per NFPA 24:6.6.  It appears that one will be necessary on both sides of the 8 inch "T" to make it work.

14) Hydrant Valves NFPA 24:7.1.1.2

I see a PIV valve in front of the memory care building but the plan is not clear to whether it is on the hydrant line or the building fire main.  I do not see a gate valve indicated as it is for the other hydrants.

15)Provide specification sheets and a detail for the FDC.  NFPA 24:5.9.1.2, 5.9.2.4, 5.9.2.4.1. 

 

 FDC connection on piping up to 2 inches shall be equipped with a Double Clapper Siamese Connection.

FDC connections on piping LARGER than 2 inches shall be equipped with a five (5) inch Storz connection and shall have a 30 degree downward deflection.

This applies to all FDC’s regardless being on a building or free standing.

NFPA 24:5.9.1.2, and 5.9.2.4
