Plans for a 695 head fire sprinkler system for a 4 story condo building with parking garage on the first floor. The system is a combination system with a dry system for the garage, a 2" wet system for the 1st floor living unit, and a bulk main that supplies the Class 1 manual wet standpipes in both stairs and the upper floors.  The FDC is mounted on the building.  The scope of this review is for the aboveground only.  The site underground will incorporate a fire pump.

RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.

To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.

The numbered items require a response or plans to be updated to complete the review.

 

1) FDC connections on piping LARGER than 2 inches shall be equipped with a five (5) inch Storz connection and shall have a 30 degree downward deflection.

This applies to all FDC’s regardless being on a building or free standing.

NFPA 24:5.9.1.2, and 5.9.2.4

2) The FDC is located behind a stair egress door which will be blocked when hose is connected.  The FDC must be relocated as not to obstruct exit discharge from the building when in use.

The FDC was moved slightly to the right to get out of the swing of the door.  However the issue continues that the 5" Large Diameter hose when connected to the FDC as located will block the walkway and hinder egress for occupants and ingress and egress for fire rescue responders.  In addition the landscaping in front of the walkway may hinder visibility and access to the FDC.  Another FDC solution must be employed to alleviate these issues.  PJW Monday, January 24, 2022

 

3) System type. 

Identify on the plans and the hydraulic calculations the type of sprinkler system(s) being designed and installed.  It appears that it will be a NFPA 13 dry system for the garage, transitioning into a 13R for the upper floors, but this is not indicated.

4) Depending on the system types indicated in comment 3 above, is a relief valve being provided?  NFPA 13:7.1.2.

5) The way the system is designed,  as indicated on the riser diagram as note 5,  there is a valve in the FDC piping which is prohibited by the following.  NFPA 13:8.17.2.5.2, 8.16.1.1.1.3, and NFPA 14:6.3.6.1.1.

6) Informational Note: No response necessary.

The riser enters into the center of the building which will be required to comply with NFPA 24, section 10.4.3 as indicted below.  This is not part of the scope of this review, but is included so everyone is aware.

10.4.3 Private Fire Service Mains Under Buildings.

Except as allowed by 10.4.3, private fire service mains shall not be allowed to run under buildings.

10.4.3.1 * 

Private fire service mains supplying fire protection systems within the building shall be permitted to extend no more than 10 ft (3.0 m), as measured from the outside of the building, under the building to the riser location.

10.4.3.1.1 * 

Pipe joints shall not be located directly under foundation fittings.

10.4.3.1.2 * 

Piping shall be installed a minimum of 12 in. (300 mm) below the bottom of building foundations or footers.

10.4.3.1.2.1 

The requirements of 10.4.3.1.2 shall not apply when the piping is sleeved with an approved material.

10.4.3.2 * 

Where approved, private fire service mains supplying systems within the building shall be permitted to extend more than 10 ft (3.0 m) under the building when all the requirements of 10.4.3.2.1, through 10.4.3.2.4 are met.

10.4.3.2.1 

Where the piping is installed under the building, all foundations or footers over the private fire service main shall be arched to create a minimum of 24 in (600 mm) clearance.

10.4.3.2.2 

It shall be acceptable to install the piping in covered trenches where the trenches are accessible from within the building.

10.4.3.2.3 

All joints shall be mechanically restrained.

10.4.3.2.4 

A valve shall be installed before the piping enters under the building and within 24 in. (600 mm) of where the piping enters the building.

The system has been modified to continue underground into the trash room (less than 10' into building) where it turns up and continues overhead (insulated) to the plumbing room to where the system risers are located.  PJW Monday, January 24, 2022

7) I do not see any pump information indicated in the plans or calculations.  Provide the pump information and specs that was used in designing the system.

8) There is a background texture on sheets FP1.1 and FP1.2 that makes it difficult to see the floorplan layout below.  Either remove the texture or darken the floorplan so it is visible.

9) If you are utilizing NFPA 13:8.15.3.2.1 for the stairs/stairwells as noncombustible, indicate this and the stir/stairwell construction on the plans.  (combustible, limited combustible, or non combustible)

The stairwells are heated, the plumbing (riser) room is climate controlled, and the standpipe mains crossing the corridor will be insulated.

12) The plans do not indicate waterflow devices or the standpipes.  Identify waterflow device on the plans as well as the method of testing the standpipes.  NFPA 14:14.5.6.1, 5.6.4.

13) The plans do not show the required standpipe isolation valves as required by NFPA 14:6.3.1.4.1 and 6.3.2. This also conflicts with 6.4.1 and 6.4.3 (1) base on the current design.  How will this be addressed?
