Plans for a preliminary review of a 5 story building that is designed as multiple/mixed use storage (open parking structure) and apartments. The first floor is the parking garage with 4 stories of living units above. The building will be provided with fire alarm, fire sprinkler and standpipe systems. Total square footage is 82,773sf. The parking garage is type IA construction, the apartments above are type VA construction, with a 3 hour floor/ceiling between the garage and the units above. The plans are NOT APPROVED for the following reasons.

RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.
To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.
The numbered items require a response or plans to be updated to complete the review.

1) The plans cannot be approved until a clearance sheet is issued.

2) Remove references to 1000 Vicars Landing Way from the plans, it is indicated in multiple locations. This project is not at that location.

3) Supervised Automatic Fire Sprinkler System
You are utilizing an allowance for the 50' dead end corridors that require the sprinkler system to be electronically supervised from point of service including the backflow valves in accordance with NFPA 101:9.7.2. Ensure that you indicate this on the fire alarm shop drawings. NFPA 101:30.20.5.4, and 30.2.5.4.2,

4) Shower grab bars
I do not see any indications on the plans for shower grab bars. Demonstrate compliance with NFPA 101:24.2.8 per 30.2.1.3. Or demonstrate compliance with the exemption indicated in 24.2.8.1.2.

5) Wall ratings
There are several discrepancies between floor plan pages and A001 as it relates to wall ratings. The code summary indicates a 3 hour floor ceiling assy between the ground floor and the floor above. However in addition A101 shows several 3 hour walls that are not indicated as such on sheet A001. Also the doors in those 3 hour indicated walls do not meet the rating requirement for a 3 hour wall. Double check the CM-3/01 and CM-3/28 callouts on the plans.
Other examples include the storage rooms outside of the dwelling units not indicating 1 hour on A001. And the trash collection room is not shown as 1 hour on A001.
Apartment Corridors are called out as MT-1/095 as a 1 hour wall for all living unit floors. A001 shows .5 hour rating. Also between units is shown as MT-1/245 which is a 1 hour rating, and A001 shows .5.
Ensure that you coordinate all pages. I will not scrutinize the door ratings until the wall ratings are sorted out. Please double check them before you resubmit.

6) Identify on the code summary the interior floor, and wall and ceiling finishes classification that are required for the applicable occupancies (apartments and storage/parking garage). We will then be looking for the product specification sheets that meet these requirements at the time of final.

7) This building does not appear to have an attic. Please indicate if it does or not, and if it does the attic spaces must be either fully sprinklered, non combustible construction, fire retardant treated wood, or filled with non combustible insulation.

8) Sheet A001 as it relates to the open parking garage note is based on the FBC calculations. In addition to that, provide calculations based upon NFPA 101:42.8.1.3. It appears that the calculations between the two are different.

9) In Building Radio Enhancement System
This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1221 (2016 ED.) by the time of the framing inspection.
St Johns County Fire Rescue’s radio control frequency is 853.8875. You will need to provide this information to your third party contractor.
NOTE: A copy of this report must be provided and submitted to our office as a revision before the 105 framing inspection. A 105 Framing Hold has been placed until receipt of the revision.
-If it passes the inspection radio testing at the framing stage, you will need to submit as a revision as we will record the documentation and remove the hold.
- If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.
At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.

10) Only a single exit is indicated from the center breezeway lobby area on the ground floor. 2 exits are required from all areas. Add exit signage to lead occupant to both sides of the parking garage in order to meet 42.8.2.4.1.

11) Class 1 standpipes are required for this building and are indicated on the FP pages. NFPA 1:13.2.2.2.

12) Plans indicate open balconies (no glass). In addition the FP do indicate fire sprinklers on the balconies.

Egress from the garage through the vehicle openings is permitted since the opening does not have a door per NFPA 101:42.8.2.2.2.

This sheet is for Stair "A". Is there supposed to be a sheet for Stair "B" or is this intended to apply to both? Indicate on the plans.

16) Plans indicate trash/electrical rooms. Combustible materials (trash) cannot be stored in electrical rooms. NFPA 1:10.18.5.1. Remove label or provide other means of meeting this code section.
In addition what is the trash pickup methodology for this site. No trash chute is indicated.

No hardware set is indicated for any of the vertical circulation doors. Provide this information.

18) Provide a narrative for hardware set A-T100 as you did for set A-10 explaining the door functionality.

19) No exit signs are indicated in the ground floor stairwells, directing occupants out of the stairwell. Ensure that the exterior door is provided with signage, and show any additional signage needed to direct occupants to the exterior door since the stair ends in front of the interior door.

20) Door ratings will be verified once the wall ratings are coordinated between pages. However it was noticed that door G03-1 requires a 20 minute rating. NFPA 101:30.3.6.2.1.
