8) Where are the 2 means of egress for the 2nd floor deck? 101:12.2.4 101:7.2.1.5
Tuesday, May 18, 2021 Response to comments dated April 23, 2021 indicates "The 2 Means of Egress Paths from the 2nd FLR deck is: (1) Direct access to an Exterior Stair to Grade and (2) Access through the adjoining work share space to an enclosed Exit Stairwell. Please refer to revised Sheet A-1.02E for an indication and travel path distance for these two exit paths."
Looking at page A8.20 and A2.02, it shows the exterior door requires the use of a key fob to egress going from exterior 2nd fl deck towards the enclosed exit stairwell. This door can not be locked against egress. Also E451 shows no exit sign on the exterior going in.
Thursday, June 17, 2021 Response to comments indicate "We have clarified the storefront hardware group for SF-15 providing egress access from the second floor amenity deck into the building for exit access. This door will be unlocked in both directions during the business hours of 8 AM to 10 PM daily. During non business hours, this door will be supplied with a "Delayed-Egress Electrical Locking System" in accordance with FFPC 101:7.2.1.6.1. The location is protected with a supervised fire suppression system as indicated in section 7.2.1.6.1.1 and will meet all of the Criteria 1-6. Revised drawing FP-4.51 indicates dry side wall sprinkler heads positioned to protect the deck. Revised drawing A-1.02F indicates the extent of the covered portion of the deck.
For "non business hours" conditions, the delay will be active in the direction of egress travel from the Amenity Deck into the building. The delay however may be overridden by a resident with "key fob" access to the door. IN all cases, the system will be deactivated per the criteria indicated in 7.2.1.6.1.1 item #1. The delay system will also be deactivated in the case of a power failure as indicated in item #2. Signage will be posted per Item #4 and emergency lighting indicated in item #5 will be provided. The hardware configuration has been verified with an independent access control consultant.
Please refer to sheets A-2.02 for hardware clarification to Storefront Door SF-15. Please refer to Sheet A-1.02f and FP-4.51 for the extent of the canopy covering and location of the sprinkler heads protecting the deck."

9) Bottom right of A2.01 indicates requirements for doors with access controlled egress (now known as sensor release of electrical locking system). Which doors are getting sensor release of electrical locking system controlled egress? Make sure they comply with 101:12.2.2.2.6 also.
Tuesday, May 18, 2021 Response to comments dated April 23, 2021 indicates "Please refer to Sheet A-2.02 (right side) for a detailed Storefront Door hardware schedule. The schedule is keyed to the specific door locations and indicates which have release mechanism per 101:7.2.1.6.2. Descriptions in the hardware schedule have also been supplemented."
Now seeing door locations with the sensor release, how will they comply with 101:12.2.2.2.6? How will the sensors to be turned off anytime the building is occupied? Also do not see where all sensor release doors will have emergency lighting in the vicinity.

Thursday, June 17, 2021 Response to comments dated May 27, 2021 indicate "Storefront door Hardware Schedule on Sheet A-2.02 for doors with Sensor release have been clarified to indicate the following:
SF-14, SF-17, SF-18 and SF-19provides hardware allowing a motion activated "Sensor Release" of the latching device for all occupants at all times in the direction of egress travel. Entry into the space or travel from the "non egress travel side" will be allowed via either Key Fob activating a latch release, or by manual key operation.
SF-16 had incorrectly indicated an electronic locking system which has been removed from the set description.
SF-15 has been clarified in our response to your Additional Comment to the original comment #8 provided in this letter.
Door SF-4, SF-6, and SF-13 will provide a motion activated "Sensor Release" of the latching device for all occupants at all times in the direction of egress travel. Entry from the exterior or "non egress travel side" will be by either Key Fob activating a latch release, or by manual key operation.
Door Hardware sets 7,8 and 9 were errantly identified to provide "Sensor Release" on the side opposite egress travel. We have corrected the door hardware sets to indicate that latch release on the egress travel side of the doors shall be allowed by a panic bar device. Entry from the exterior or "non egress travel side" in these locations will be by either Key Fob activating a latch release, or by manual key operation.
All electronic "Sensor Release" door hardware systems and all other Electronic Locking systems, will fully comply with FFPC 101:7.2.1.6.2 and be deactivated in accordance with the specified Criteria listed in items #1 through #8.
Regarding emergency lighting, we have added one additional emergency light near the SF-4 egress point from the Mail/Package Room. All other locations have emergency lighting within a distance of approx.. 10' from the sensor activated door locations. As construction progresses, we will request a specific inspection visit to review locations of exit signage and emergency lighting in the clarified context of the constructed space. Please refer to Revised Sheet A-2.01 for clarification to door hardware 7, 8 and 9. Please refer to revised Sheet A-2.02 for clarification to Storefront door hardware SF-4, SF-6, SF-13, SF-14, SF-15, SF-16, SF-17, SF-18 and SF-19."
101:12.2.2.2.6 allows doors to have access control egress but requires such doors to not be locked from the egress side when the building is occupied. So when ever the building is open or has potential for more than 10 people inside the structure, how will the access controlled egress lock be unlocked from the egress side?
Thursday, June 17, 2021 Since response doesn't address how sensor/access control door locks will not be locked from egress side of doors when building is occupied, Supervisor advised add hold at framing. Meeting will need to be scheduled with Supervisor, Design Professional and Owner prior to the 105 framing hold to be removed.

**INFORMATIONAL ONLY NO RESPONSE NECESSARY: At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:
- wall and ceiling finish in exit enclosure will meet class A.
- wall and ceiling finish in lobbies and corridors will meet class A or B.
- Wall and ceiling finish will meet Class A, B or C. 101:30.3.3.2. 101:12.3.3.
- floor finish in exit enclosures and corridor shall be not less than class II.
- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:30.3.3.3 101:12.3.3.5
If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.

This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1221 (2016 ED.) prior to the 105 framing inspection.
-If it passes the inspection radio testing at the framing stage, you will need to submit this information as a revision so the hold maybe removed.
- If the third party paperwork indicates the test is not satisfactory, to have hold removed you will need to submit : the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional. Then at the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.
St Johns County Fire Rescue’s radio control frequency is 853.8875.

The required in building radio system requires lightening protection. Systems shall have lightening protection that complies with NFPA 780. At this time the fire department will not review or inspect this type of system. This office requires a 3rd party inspection. The installing contractor will be required to provide certification documentation to the fire inspector at the time of fire final indicating the lightening protection is in compliance with NFPA 780 and UL96A.

13) Page A2.02 shows door SF-6 as needing a key fob to exit. Page A1.02e and E450 show SF-6 as being an exit. 101:7.2.1.5.3 does not permit the use of a tool to exit. Revision will need to be submitted with comment 9 to address locking arrangement for this door also.
