RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.

To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.

The numbered items require a response or plans to be updated to complete the review.

Please refer to previously submitted Sheet H4.30, and also to response prepared by Electrical Engineer of Record - Migre Engineers included with this response package."

The system(s) outlined in this set of plans is conceptual.

A HOLD has been placed at insulation inspection (109) until a permit has been pulled :

- Fire alarm system (PIV tamper req page F101 sprinkler DC and several trade offs, tie some fire smoke dampers H606 and E420, voice evac 101:12.3.4.3.6
- Fire sprinkler system (13, attic protected, dry pipe under exterior deck)
- Fire underground
- Wet class I standpipe
- BDA In Building Radio System at 105 framing.

 

4) Point out sample stairway identification in accord with 101:7.2.2.5.4.

5) Occupant load of each 1st and 2nd floor is over 100 people. Looking at A-2.01 I do not see where exit doors will receive either panic or fire exit hardware. 101:12.2.2.2.3

Regarding Exit Devices, we have updated the Storefront Schedule to indicate panic hardware for all required doors."

 

6)  Will door between "open lobby" to "open clubroom" be locked against egress?    101:7.2.1.5

NOTE: Unable to locate door numbers on A4.31 for multiple doors but specifically door mentioned above.

7) Where is the main entrance/exit for the clubhouse and fitness room? Show the occupant load of this space will meet 101:12.2.3.6.3.

Occupant Loading for all amenity spaces, based upon both the FBC and FFPC are indicated on both the Code Summary Sheet A-1.02a the Occupancy and Egress Sheet A-1.02E."

 

8) Where are the 2 means of egress for the 2nd floor deck? 101:12.2.4  101:7.2.1.5

Please refer to revised Sheet A-1.02E for an indication and travel path distance for these two exit paths."

 

9) Bottom right of A2.01 indicates requirements for doors with access controlled egress (now known as sensor release of electrical locking system). Which doors are getting sensor release of electrical locking system controlled egress? Make sure they comply with 101:12.2.2.2.6 also.

The schedule is keyed to the specific door locations and indicates which have release mechanism per 101:7.2.1.6.2. Descriptions in the hardware schedule have also been supplemented."

 

10) Will fans in fitness room be considered HVLS fans?  NFPA 13:11.1.7

11) Looking at page A4.31- A4.36, A8.10, and A2.01 unable to locate where several fire or smoke doors will be provided with self closing or automatic closing hardware. 101:8.3.3.3.5   101:8.4.3.5   101:30.3.6.2.3  101:8.6.9.1

NOTE: Do not forget smoke separation and of : a) doors that open on to exit access corridors (including elec room and mechanical) and b) storage rooms outside of dwelling units, c) fitness room doors to corridor. 101:30.3.2.1.1

Tuesday, May 18, 2021 Response to comments dated April 23, 2021 indicates "We have revised and clarified the Door Hardware Schedule and Hardware Set assignment on sheet A-2.01. Hardware Sets have been updated to include both automatic closing hardware, panic devices, and smoke control seals."

 

**INFORMATIONAL ONLY NO RESPONSE NECESSARY:
At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:

- wall and ceiling finish in exit enclosure will meet class A.

- wall and ceiling finish in lobbies and corridors will meet class A or B.

- Wall and ceiling finish will meet Class A, B or C. 101:30.3.3.2.   101:12.3.3.

- floor finish in exit enclosures and corridor shall be not less than class II.

- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:30.3.3.3   101:12.3.3.5

If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.

 

This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1221 (2016 ED.) prior to the 105 framing inspection. 

-If it passes the inspection radio testing at the framing stage, you will need to submit this information as a revision so the hold maybe removed. 

- If the third party paperwork indicates the test is not satisfactory, to have hold removed you will need to submit : the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.  Then at the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.

St Johns County Fire Rescue’s radio control frequency is 853.8875.

 

The required in building radio system requires lightening protection. Systems shall have lightening protection that complies with NFPA 780. At this time the fire department will not review or inspect this type of system. This office requires a 3rd party inspection. The installing contractor will be required to provide certification documentation to the fire inspector at the time of fire final indicating the lightening protection is in compliance with NFPA 780 and UL96A.

 

12) Point out where exit access corridor doors (room doors, mechanical, storage) are at least 20 min rated doors. 101:30.3.6.2
