Plan reviewed for the fire underground for the proposed St Frances Episcopal School located at 895 Palm Valley Road.
The proposed fire underground is a 12" POC with 12" insulated and electronically monitored Zurn DCDA.
The 12" supply is proposed to supply 2- 12" risers(Riser 1,Riser 2)and 2- 6" private fire hydrants (RED)
1 4" insulated FDC is proposed to supply riser 2 only.
4" in building riser is shown for the FDC and 12" ductile iron for in building riser for 12"

The building plans were submitted under permit 12608043 which includes FP101.1 which provides sprinkler and underground detail.
The stamped approved building plans provide 6" supply for Riser 1 (51,500 SF sprinklered building) and a 6" supply for Riser 2 (26,000 SF sprinklered building).
The civil and underground are showing 12" riser terminating 1' AFF.
The plans will need to match. This can be done by a revision to the building or submit the underground according to the building. In order to move the project along, a hold can be placed on the main permit if the fire protection engineer provides a letter in agreement of the 12" upgrade and then submit a revision to the approved building plans.

Reviewer's response- The submitted underground plans need to show Riser 1 and Riser 2 in the correct position. Riser 1 is North or on top and Riser 2 is south or bottom. Correct on the plans to match the building plans.

The forward flow test of backflow to be achieved in accordance with 13:16.14.5 by using the private fire hydrants down stream of the backflow and tested at a flow rate at least equal to the system demand.

The plans are only showing one FDC location for Riser 2 but not Riser 1. This does not match the approved building drawing.
Will a separate stand alone FDC be provided for riser 1? Will the single FDC line be piped internally from riser 2 to riser 1?
The FDC locations will need to match.

Starling response-We have added an additional riser on the plans. The drawing is bubbled and marked Note 1 for revision.
Reviewer's response- The added FDC for riser 1 appears to be showing that it connects between the private fire hydrant and the gate valve. This would create a hydraulic loop when a fire pumper connected to this. In addition a gate valve is not allowed on the discharge side of the FDC. This could potentially prevent the FDC from supplying the building. Show this FDC as stand alone and tied directly to the riser.
In addition, since the location of the FDC can cause issues with other entities within the county, the location will need to be approved by development review (DRC).With consult with the civil engineers, have them submit this back through growth management for approval.
The civil, building and underground should all match.

The required backflow preventer is required to be electronically monitored by the fire alarm panel. This is achieved by placement of tamper switches on OS&Y valves on top of BFP. the Fire underground contractor will coordinate the placement of conduit during the installation the underground fire main from the BFP to the building that will house the fire alarm panel with the site contractor or fire alarm contractor. If conduit isn't installed at this stage, it will require trench cutting of new asphalt or concrete.

Fire Dept Connection shall: - Have check valve to keep FDC dry and another check valve to keep water from going backwards. (NFPA 13) - Have caps in place. (NFPA 24 5.9.1) - Have 36" clearance in front and side of FDC - Have 36" clearance from sidewalks and curbs - Face the roadway - Labeled as to which building is serves by either the address or building name. (NFPA 24 5.9.5)

**General Requirements: - Top of the pipe shall be buried not less than 2 1/2 ft to prevent mechanical damage (NFPA 24:10.4.2.2.2) - Pipe under driveways shall be buried at a minimum depth of 3 ft (NFPA 24:10.4.2.2.3) - All aboveground pipe (including backflow) shall be protected against freezing. (NFPA 24:12.2.3)
**Pipe being installed is required to be pressure tested. If it is an extension of existing pipe, new pipe must be isolated by a valve or the entire pipe will be required to be pressurized back to the backflow preventer.**

RESUBMITTING: A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages. B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size. C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional. - The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8". - Code responses shall reference Florida Fire Prevention Code, 8th Ed.
