Plan reviewed for 18,046 SF Type IIIB(III(200)) Construction, Fully sprinkled, Fire Alarm w/Voice Evac.

1st Floor: 15,077 SF including 6,023 Sf Event Space and 2,386 SF Lobby.

2nf Floor: 2,969 SF including 9 storage rooms.

Classification of Hazard of Contents: ???

Reviewed as Assembly (1st FL) and Storage (2nd FL). Chapters 12 and 42 of NFPA 101.

Reviewed using FFPC 8th edition effective Dec. 31, 2023. NFPA 1 and 101 references are Florida Editions of the code in the FFPC.

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size.
C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8".
- Code responses shall reference Florida Fire Prevention Code, 8th Ed.

 

1) Code Information on Sheet G101 shows the 7th Edition of the Florida Fire Prevention Code (FFPC). The current edition of the FFPC is the 8th Edition, which includes the 2021 Florida Editions of NFPA 1 and NFPA 101.

Update the Code Summary to reflect the correct edition of the FFPC and verify the plans have been drawn to the current edition of the FFPC.

 

2) The plans identify numerous Florida Building Code (FBC) references. Provide corresponding and/or parallel Florida Fire Prevention Code (FFPC) references. Point out the more stringent code reference.

 

3) Code Summary on Sheet G101 states: “Building Has Historic Designation Status”. If the intent is to utilize the “Historic Buildings” section of NFPA 101, Chapter 43, Subsection 10 of Building Rehabilitation (101:43.10), you will need to have your registered design professional prepare a written report (evaluation) in accordance with NFPA 101:43.10.2 and provide such report to the Fire Marshals Office for review.

 

4) In Building Radio Enhancement System (BDA) See also FS633.202(18)

The third-party contractor must conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1225.

St Johns County Fire Rescue’s radio control frequency is 853.8875.

You will need to submit a revision prior to the 105 framing inspection to have the hold removed.

-If it passes the inspection radio testing, you will need to submit as a revision so we can record the passing test and remove the hold.
- If the third-party paperwork indicates the test is not satisfactory, the revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional. Then at the final, you will be required to provide satisfactory testing by the third-party contractor following the installation of the in-building radio enhancement system.

 

5) The last known occupancy/use of this building was mercantile. The current proposed use is assembly. A change of occupancy/use review is being conducted for the building including both 1st and 2nd floors.

 

6) What is the classification of Hazard of Contents for the Assembly and Storage Occupancies? 101:12.1.5, 101:42.1.5

Provide the classification of Hazard of Contents for both the Assembly and the Storage Occupancies.

 

7) Based on construction type IIIB / III(200) and Construction Type Limitations Table 12.1.6 (101:12.1.6), The maximum occupant load for the 1st floor is 1,000 persons or less.

Occupant load provided (not counting storage and like rooms) is 1,110 Occupants.

Event room:861, RR Lounge:25, Prep Kitchen:7, Back Bar: 2 Front Bar:2, Groom Lounge:26, Bridal Lounge:27, Lobby:160.

Utilizing the FFPC, how will you reduce the occupant load to 1,000 occupants or less (including total occupants for the 1st floor)?

 

8) Provide the separation of occupancies (Assembly/Storage) in accordance with NFPA 101 Chapter 6. 101:6.1.14.4.1. Including the separation between the assembly below and the storage above.

 

9) Missing Mechanical and Electrical Sheets. Sheet CS lists these Sheets as deferred submittals. However, these Sheets are required to be provided at time of the plans review.

Provide the missing Mechanical and Electrical Sheets.

 

10) Missing the Fire Protection Sheets. An ENGINEERED sealed Design Criteria for a fire sprinkler system exceeding 49 heads is required to be submitted with the general construction documents. We are unable to approve the plan until this information is provided.  It is not a full set of shop drawing. FAC 61G15-32.004

Provide missing Fire Protection Sheets.

 

11) The 2nd floor plan differs between this permit submittal and the 2nd floor plan submitted for an emergency outside egress stair (permit #12200063 - CC’d 09/06/2023). In this submittal (Sheet G102), The bathroom is no longer shown, rooms have been reconfigured and the interior stair is relocated and redesigned from what is shown in the archived permit sheet #A1.

Provide architectural sheets (and others such as MEP’s as needed) demonstrating the correct floor layout, changes that have been made, interior stair construction, lighting (including emergency lighting), electrical, mechanical, new and existing. 101:42.2.2.3, 101:7.2.2

 

12) It is noted that the 2nd Floor is only accessible from the exterior of the building with no access from the interior.

a) Is it the intent the 2nd floor will or may be occupied by a separate tenant or business?

 

13) The 2nd floor rooms are classified as storage rooms.

a) What will be stored inside the storage rooms?

b) What does “NNO” in NNO Storage mean?

 

14) Plans indicate a prep kitchen with warming ovens. NFPA 1:50

a) Please verify there will be NO cooking conducted.

b) Provide manufacturer spec sheets for ALL cooking equipment.

 

15) I do not see any door hardware identified in the Door Schedule on Sheet A601. Also, not all doors are identified. For example, Fire Protection Closet interior and exterior doors, Door Tags: S1, E, 03B, 04B, 52A, also, the 2nd Floor doors are not identified. 101:12.2.2.2, 101:42.2.2.2

a) Provide in the Door Schedule ALL doors including new, existing, swing type and roll up type doors.

b) Provide door hardware information for each door, new and existing. 101:12.2.2.2.1

c) Provide fire rating for doors that are fire rated.

d) Identify the doors to have panic hardware installed. 101:12.2.2.2.3

 

16) Will there be any Special Locking Arrangements such as, but not limited to: Access Control, Mag-Locks, Delayed-Egress Electrical Locking Systems, Sensor-Release of Electrical Locking Systems, Door Hardware Release of Electrically Locked Egress Door Assemblies, Etc.?

If Yes, Demonstrate compliance with the appropriate code section of 101:7.2.1.6 AND 101:12.2.2.2.

 

17) Sheet A101 provides tables and chairs along with row seating (non-fixed) on the same Sheet. The seating arrangements are intermingled and are imposed over each other. 101:2.5.11

I cannot provide a review/approval for an approved seating Layout with the different types of seating imposed over each other.

If you are looking to receive an approved seating layout, you will need to provide scaled seating layout meeting the provisions of 101:12.2.5 for each seating arrangement.

 

18) Provide electrical Sheets providing Emergency Lighting in compliance with 101:12.2.9

 

19) I am unable to verify the Normal Egress Lighting of the interior Stairs complies with the 10 foot-candles at the walking surface. 101:42.2.8 101:7.8.1.3(1)

Provide Normal Egress Lighting demonstrating compliance with 101:7.8.1.3(1).

 

20) Provide additional Exit signage at the following location: 101:12.2.10

·       Inside back Hallway adjacent to the doors to RR Lounge G160b

·       Move the Exit sign in RR Lounge to middle of the opening of RR Lounge and Event Space

·       Need Exit sign at exterior door G156

No Exit Signs noted on 2nd floor. Provide Exit signs.

 

21) Provide arrows with the EXIT signs to show direction of egress travel. 101:7.10.2

 

22) The following rooms are identified as Storage/Mechanical. Combustible material shall not be stored in boiler rooms, mechanical rooms, or electrical rooms. Exception: Materials and supplies for the operation and maintenance of the equipment shall be permitted. NFPA 1:10.19.5.1

Storage/Mechanical Rooms: 113, 161, 178, 182

Provide Signage stating NO STORAGE or, Separate the storage area from the Mechanical Area in accordance with Section 8.7 of NFPA 101.

 

23) Provide Separation of the Storage Rooms and Fire Protection Room in accordance with Section 8.7 of NFPA 101.

 

24) Will there be any Fuel Burning (Wood, Natural or Liquid Propane, etc.) appliances, Mechanical Equipment, etc.? 101:12.3.4.4

If Yes, Demonstrate compliance with 101:12.3.4.4.

 

25) Provide a Risk Analysis for Mass Notification Systems in accordance with Section 9.14 of NFPA 101. 101:12.3.4.5

Provide the Risk Analysis for review.

 

26) Vertical Opening in the interior Stairway and 2nd Floor corridor. 101:42.3.1

Demonstrate how you will comply with 101:42.3.1 and Section 8.6 of NFPA 101.

ASSEMBLY Occupancy:

At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:

Wall and ceiling finish: Corridor, Lobbies: Class A or B, and Class A in Enclosed Stairways. 101:12.3.3.2

Assembly Areas: Wall and ceiling finish will meet Class A or B in areas with Occupant Loads greater than 300, and A, B or C in areas with Occupant Loads Less than 300. 101:3.3.3

Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:12.3.3.5.

Floor Finish in Exit Enclosures and exit access corridors and in spaces not separated from them; not less than Class II. 101:12.3.3.5.2

STORAGE Occupancy:

Interior wall and ceiling: Class A, B or C. 101:42.3.3.2

 

Interior Floor Finish in Exit enclosures and in exit access corridors shall be Class I or II. 101:42.3.3.3.1

NOTE: If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.

 

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Air handlers with more than 2000 CFM are required to have duct smoke detectors. NOTE: If there is a FIRE ALARM SYSTEM in the building the duct smoke detector must also be connected to the fire alarm system. 90A:6.4
Where smoke detectors required by 6.4 are installed in a building not equipped with an approved fire alarm system as specified by 6.4.4.2, the following shall occur:
1. Smoke detector activation required by section 6.4 shall cause a visual signal and an audible signal at a normally occupied area.
2. Detector troubles shall be indicated visually or audibly in a normally occupied area identified as air duct

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:  NFPA 101 7.9.2.3
(1) Failure of a public utility or other outside electrical power supply
(2) Opening of a circuit breaker or fuse
(3) Manual act(s), including accidental opening of a switch controlling normal lighting facilities.
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with item #2.

 

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Buildings containing Fire Alarm Systems, Fire Sprinkler Systems, etc. and/or Security Systems that make it difficult to access the building in an emergency are required to have a Fail-Safe box. NFPA 1:18.2.2.1

INFORMATIONAL ONLY NO RESPONSE NECESSARY: 101:8.3.2.4
Each new Fire Wall, Fire Barrier, Fire Partition, Smoke Barrier, Smoke Partition, or any other new wall required to have protected openings shall be permanently identified with signs or stenciling above any decorative ceiling and in concealed spaces, with the wording “FIRE AND SMOKE BARRIER – PROTECT ALL OPENINGS”, or similar language. Such signs or stenciling shall be 4 in. high letters, ½ in. stroke, and not more than 15 ft. on center.
