Plans for a 296 head NFPA 13 fire sprinkler system for a 2 story shell building.  The system is designed as Ordinary Hazard Group II, .20 density with 4 remote areas.  The scope is for the underground and aboveground fire sprinkler systems.  The FDC is a remote FDC tied into the riser above the alarm valve.

RESUBMITTING:
A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages.
B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size.
C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional.
- The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8".
- Code responses shall reference Florida Fire Prevention Code, 8th Ed.

 

1) The fire sprinkler backflow preventer must be supervised. See comment 11 on the original building plan review.    Indicate this on the plans.  

 

2) Show the depth of cover on the plans for the underground main.  I see it indicated for the FDC line, but not for the fire main.  NFPA 24:4.1.3(8)(H), 10.4.2.2.2, 10.4.2.2.3.

 

3) The plans FDC detail does not show the automatic drain valve.  Provide on the detail.  NFPA 24:5.9.4. 

 

4) The FDC detail does not show the check valve as required by NFPA 24:5.9.3.1.   

 

5) The plans indicate that the backflow preventer will be installed by others however specifications have been provided in the submittal package for the Watts 709DCDA backflow.  The backflow preventer is part of the underground fire main.   

 

6) The remote FDC is located immediately adjacent to a driveway.  How will it be protected from mechanical damage.  Provide details for the chosen method.  NFPA 24:5.9.1.4.

 

7) Plans do not show control valve installed at the point of connection to the 2" main.  The backflow does not count.  NFPA 24:6.2.1. 

 

8) The underground site plan on sheet 1 of 3 is not scaled so I am unable to verify compliance with NFPA 24:6.2.9.  Does the backflow meet (4)?

 

9) How will be the backflow preventer be protected from freezing? NFPA 24:6.5.2. 

 

10) The sprinkler design criteria and plan sheet 1 of 3 indicate 1500sf remote areas which appear to align with NFPA 13:27.2.4.7.  The design areas provided on the plans are much smaller.  Clarify. 

 

Florida Administrative Code (FAC) 61G15-32.002 defines a material deviation as "Any deviation from the design parameters established and documented by the Engineer of Record." Furthermore FAC 61G15-32.003(6) states "When layout documents contain material deviation from the Engineer of Record's Fire Protection System Engineering Document, such layout documents are not compliant unless they are accompanied by revised Engineering Documents made and sealed by the Engineer of record for the Fire Protection System."

 

11) Demonstrate how the riser room will be protected from freezing.  I do not see any HVAC or unit heaters in the riser room on the original construction plans.  NFPA 13:16.4.1.1.

 

12) I do not see the sprinkler relief valve on the plans as required by NFPA 13:8.1.2.1. 

 

13) I do not see sprinkler coverage under the exterior stairs in the mechanical closet.  Ensure that you provide protection from freezing for the chosen method.  NFPA 13:4.1.1. 

 

14) No sprinkler protection has been provided at the bottom or the top of the elevator hoist way.  If you are utilizing a coverage exemption, cite the exemption on the plans.  NFPA 13:9.3.6. 

 

15) Demonstrate how the backflow preventer forward flow test will be performed.  NFPA 24:10.10.2.5.1. 

 

16) Informational Comment- No response necessary.

Exterior stairs are permitted to be unprotected per NFPA 101:7.2.2.6.3.1(2)and(5).  Either the window wash sprinklers are elective or perhaps they are being installed to meet a requirement of another code such as the Florida Building Code.
