Plans for a 33,659sf 2 story shell building that is indicated to be a daycare and an office building, separated by a 2 hour tenant separation wall. The single story side is 13,434sf, the 2 story side is 10,098sf on both floors. The building will have a fire sprinkler and a fire alarm system, and is constructed as type IIB. NO restrooms are indicated but a slab is proposed. The plan was submitted and reviewed as business.

RESUBMITTING: A. Make necessary changes and resubmit everything in person to the permit center. B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size. C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional. - The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8". - Code responses shall reference Florida Fire Prevention Code, 7th Ed.

1) An ENGINEERED sealed Design Criteria for a fire sprinkler system exceeding 49 heads is required to be submitted with the general construction documents. We are unable to approve the plan until this information is provided. It is not a full set of shop drawing FLORIDA ADMINISTRATIVE CODE 61G15-32.004

2) Clarify what is being installed as part of this shell. The electrical plan clearly indicates dark shaded walls and the central corridor. The life safety plan indicates very faint, the walls and corridor. Are the walls and corridor on the second plan part of this permit? If yes, darken them. If not, indicate this on all plans or remove.

3) Related to comment 2, what is the design intent for egress from the second floor. The second floor stair is not indicated to be enclosed currently. Is the intent to have a 1 hour rated corridor connect the rated stair across to the outside door leading to the outside stair essentially considering the entire corridor as an exit enclosure or exit passageway leading to the exits? If yes this must all be indicated and installed now as part of the shell. If not, the stair will need to be fully enclosed with a rated enclosure and rated door, because the common path cannot be met from the second floor if the interior stair is not fully enclosed becoming an exit access stair. It would need to be an exit which is required to be enclosed (rated). NFPA 101:38.2.4.1, 38.2.4.2. and 7.2.2.5.1.1 Clarify and demonstrate your design intent.

4) Regardless of how the second floor egress is intended per comments 2 and 3, elevators are not permitted in exit enclosures. NFPA 101:7.1.3.2.

5) I am unable to see the plan details such as notes, callouts, labels etc. at the 1/16th scale provided. Provide a minimum of a 1/8th scale for review of the LS plans, floor plans, elevations and details.

6) Is the single emergency light fixture indicated enough to illuminate the entire exterior stair run?

8) It appears that the storage room under the stairs is accessed from within the stair enclosure, or future stair enclosure. This is not permitted per NFPA 101:7.2.2.2.5.3.2 which is a Florida Addition. Provide a detail demonstrating compliance with all 3 parts of this section for the storage area.

9) Sheet T1.0 under "scope of work" note 4 indicates new 2 hour tenant separation. LS1.0 indicates a 1 hour wall. Ensure that they match.

10) This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1225 (2022 ED.) before the 105 framing inspection. St Johns County Fire Rescue’s radio control frequency is 853.8875.
-If it passes the inspection radio testing, you will need to submit a copy of the testing results as a revision so we can record the documentation and remove the hold.
- If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.
At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.
