Plans for a 10175sf retail shell building that will be protected with a fire sprinkler (including outside dining) and a fire alarm system (indicated to monitor riser only including heat trace). The building is designed and approved as Mercantile with a 3 hour wall indicated on the Publix side.  The building is a shell building with 5 tenant spaces separated by 1 hour tenant separation walls. 4 out of the 5 will remain dirt floors.  Suite 103 will be built out as part of this plan.  Slab, ceiling grid, electrical, plumbing, mechanical are being installed for this suite only.   The construction type is IIB.  The plans are APPROVED with the following important comments.

2) Code Summary- Informational

The code summary indicates that the occupant load for the sales areas are based on a 60 factor.  Please note that the factor in the Florida Fire Prevention Code is 30.  In addition the space is labeled as a class C mercantile.  The space is actually a class B.  No changes needed, please make necessary changes to future plan code summaries.

3) Suite A105- Informational

Outside dining is indicated for suite 105.  If this ends up being an assembly (restaurant) two remote means of egress will be required.  Ensure that during that when designing, that the kitchen does not encompass that rear exit because egress is not permitted through a kitchen. 

In addition the front doors (doors 2) are indicated to have panic and the rear exit is not.  If the occupant load for the space exceeds 100 occupants the rear door will require panic hardware.

4) Exit signs/emergency light function

Exit signs and emergency lights must be functional in suite 103 at the time of shell final.

5) Emergency lights

Suite 103 only shows 1 2x4 lighting fixture that has battery backup which by the front door.  Additional emergency lighting is required in the remainder of the space including the restroom. 

In addition the emergency light photometrics indicated on sheets E2.2 do not match the lighting plan on sheet E2.1.  Specifically the photometric shows emergency lighting for the whole building in compliance with the illumination requirements.  Whereas the lighting plan only shows emergency lighting for suite 103.  None is shown for the remainder. 

A revision will be required for the following information: 

Sheet E2.1
- Additional emergency lighting in suite 103.  I recommend utilizing additional 2x4 battery backup fixtures as you did for the one shown by the front door.
- Add additional emergency lighting to match photometrics or change photometrics.

Sheet E2.2
- Revise photometrics to match the emergency lighting indicated on the lighting plan (sheet E2.1.)


A hold has been placed on insulation for this information.

7) In building radio enhancement system

This building is more than 10,000 square feet or, two or more stories in height requiring a third party contractor to conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 72 (2013 Edition)  by the time of the 105 framing inspection.

NOTE: A copy of this report must be provided and submitted to our office as a revision before the 105 framing inspection.  A 105 Framing Hold has been placed until receipt of the revision.

Should the third party contractor’s two-way radio communication test pass at the framing stage, a copy of the third party testing documentation will need to be submitted for review. Once the documentation has been received, the 105 framing hold will be removed.

OR,

Should the third party paperwork indicate that the test is not satisfactory, the contractor will then have to submit a building permit revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.

If the building is required to have an In Building Radio Enhancement System, at the Fire Final you will be required to provide the Fire Inspector the third party contractor’s satisfactory testing documentation following the installation and testing of the In Building Radio Enhancement System. A hold will be placed for this documentation at the building permit fire final.

8) INFORMATIONAL ONLY NO RESPONSE NECESSARY:
The system(s) outlined in this set of plans is conceptual.

A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating no work to be done to the existing system:

- fire alarm system
- fire sprinkler system
- fire underground
- In building radio system test
- Emergency light revision
