Plan submitted for revision to address smoke control analysis hold. Reviewed using FFPC 7th edition effective January 1, 2021. Review by the AHJ shall not relieve the applicant of the responsibility for compliance with the Code.

Friday, July 1, 2022 Not only was analysis (8x11) resubmitted but the smoke control system design (full size mechanical and electrical pages) was now submitted. Any new comments from review of smoke control SYSTEM will start with comment 5.

RESUBMITTING: A. Make necessary changes and resubmit everything in person to the Permit Center. B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (job and office). One copy of the removed/old pages will need to be resubmitted and labeled "OLD". Do not forget to remove pages for work not associated in this permit. C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional. - The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comment was addressed. Ex - "top left of page A11" or "Page E1 note 8". - Code responses shall reference Florida Fire Prevention Code 7th Ed. (not Building Code)

A HOLD at fire final has been added for the submittal of the complete smoke control system. The designing engineer will need to clarify 101:9.3.2. The submittal will need to show compliance with 101:9.3.

3) Page 4 of the draft analysis indicates the analysis was based on architectural drawings provided to them on January 13, 2022. Have engineer clarify what spaces were included in this analysis? If it does not cover all 8 approved build outs up to this point then the analysis needs to be updated.

Monday, August 22, 2022 Newly provided response to comments were provided by Architect, Scott Fraser. The responses need to come from the engineer that did the analysis or the engineer of record from the smoke control system..

4) Page four of draft analysis also indicates "Future building modifications, including tenant improvements, may impact the performance of the smoke control system described in this report." Have the engineer confirm if this will need to be updated with each future tenant build out.

5) Building entry doors now show mag locks. Compliance with 101:38.2.2.2 needs to be shown. More specifically if these are to be sensor release doors show/provide compliance with each item of 101:7.2.1.6.2.

(Indication of such has been removed) Doors to be automatic and interlocked with smoke evacuation system." Response to comments stamped Office to be scanned in. 8 22 22 This was previously an informational comment upon first review but since the fire alarm has been finaled this needs to be turned in with this submittal now.
12) A fire alarm revision needs to be submitted to cover/address (101:9.6.5):
- mag locks now on front and side door. (E2.1 noted by the ML at door locations) removed according to comment 5.
- power door operator to open smoke control doors (E2.1 note 3)
- elevator door lobby door holders on 1st and 2nd floor. (E2.1 and E2.2)
- smoke detection devices in lobby under balcony (E0.4 and page 15 of analysis)
Monday, August 22, 2022 Since the fire alarm has been approved, FA pages with the spec sheets, updated energy calculations need to be submitted now with this submittal to get approved. Also include the following devices as well as the devices above:

6) I do not see where the designer or smoke control engineer or record, Mr. Thomas C. Nielsen, addressed 101:9.3:
a) which NFPA standards used
b) intent of the system
c) design method used
d) appropriateness of that method AND
e) required means of inspecting, testing and maintaining the system.
f) detailed design report that addresses 92:7.2 and
g) operations and maintenance manual that addresses 92:7.3. 92:7.1 8 22 22 the response to comments indicates that manual will be provided upon completion of their work.

Monday, August 22, 2022 Response to comments from Architect Scott Fraser indicates "Thomas C. Nielsen is the fire alarm engineer of record. Brando A. Huffman is the engineer of record for the smoke control system rational analysis."
Upon review of the analysis further information was located. Unable to locate:
e) required means of inspecting, testing and maintaining the system. (frequency, equipment needed to test, who can test?, what constitutes a pass/fail?)

Monday, August 22, 2022 Response to comments indicate "The drawings specify that the exhaust fans are to be UL listed...Updated fire alarm vendor permit drawings shall include specification sheets. Once a contract is issued to the Mechanical Subcontractor, they will submit product data for the exhaust fans with the submission of revised drawings."
This is needed now. This is the for the smoke control system.

Monday, August 22, 2022 Response to comments indicate "Updated sheets E-2.1 and E-2.2 show standard system (UL 864) smoke detectors in the atrium. Elevator lobby smoke detectors are also in the drawings (E2.1 and E2.2). Also, three smoke detectors have been added in the phlebotomy suite on tenant improvement sheet E1E-6, and also indicated on the building shell drawing E2.1."

10) Provide spec sheets for fire fighters smoke control panel showing that it meets 92:6.4.5.4
Monday, August 22, 2022 Response to comments indicate "Control panel specification sheets to be included with updated fire alarm permit drawings by the fire alarm contractor. Spec sheets for the Fire Fighters Smoke Control Panel will be included with the submission of revised Fire Alarm Drawings. Once the SJC Fire Plans Review Department approves the submitted plans, a contract will be issued to the Fire Alarm subcontractor. Upon receipt of a contract for them to proceed, they will prepare revised Firer Alarm Drawings and provide product data sheets for their equipment. The Fire Alarm Contractor will perform acceptance testing upon completion of the work."
This is the submittal for the smoke control system. This is needed now with this submittal.

At competition of smoke control acceptance test, a copy of the operational testing documentation shall be provided to the fire inspector. The report shall indicate that the system operated and shows the system is capable of providing the level of performance as required by the EOR analysis. This documentation will need to include who along with date and time the duct passed the leak test (as called out on page 22 of analysis). 92:8.5

11) Do not see where stand by power generator is being provided as required by EOR on page 15 of his analysis. 6 14 22 the generator was removed from this project. Include plan pages where this will be provided.
