Plans for a 5137sf Assembly occupancy that is a neighborhood clubhouse, constructed of Type VB construction.  The building is indicated to be protected with fire sprinklers based on the DRC review and the sprinkler criteria provided.  The plans are NOT APPROVED as submitted for the following reasons.

RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.

To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.

The numbered items require a response or plans to be updated to complete the review.

1) Sheet A100 indicates that the building is type VB (nonsprinklered), and automatic sprinklers is indicated as "not required". The building is sprinklered as indicated in the DRC (site ) review and based on the sprinkler criteria that has been provided.

3) The sprinkler criteria has been provided on 8.5x11 sealed by James M. Curtis PE. 

 

An ENGINEERED sealed Design Criteria for a fire sprinkler system exceeding 49 heads is required to be submitted with the general construction documents. We are unable to approve the plan until this information is provided.  It is not a full set of shop drawing  FLORIDA ADMINISTRATIVE CODE 61G15-32.004

4) Provide a door and hardware schedule.   Ensure that you show which doors will have panic hardware based on the occupant loads of the main event hall and the warming kitchen area.  Note: A factor of 7 is utilized for the Main event hall based upon NFPA 101:12.1.7.1.

The response to comments references the door hardware.  It indicates that panic hardware will be installed on Doors 004, 005, and 008 using the Hagar or equal 4500 series grade 1 RIM device.  This is good but the information needs to be added to the plans for inspection and installation purposes.  PJW Monday, May 03, 2021

5) Provide details for the ramp and the stairs including handrails and guards (if applicable based on elevation).  The plans indicate that the shop drawings for the ramp guards and handrails will be submitted to the architect.  I need more detailed information as part of this review for both the stairs and the ramp.

A stair detail was provided, however no handrail or guards are indicated for the stairs.  Also is the railing indicated for the ramp a guardrail or a handrail?  Guardrails must be a minimum of 42", the plans indicate 36".  If it is a handrail, provided details in accordance with NFPA 101:7.2.2.4.5.  No handrail details provided for the ramp.  PJW Monday, May 03, 2021

Furniture and fixture plan has been provided in the interior design plans.   The seating layout indicated on ID 1.2 does not identify the required 44" aisles per NFPA 101:12.2.5.8.2.  Aisles are required from the function hall exit doors through the function hall and dining hall to the dining hall exit doors.  Ensure that measurements are taken keeping the 19" for the seating in mind. 

A hold will be placed on the building permit at insulation for a revision to address the seating arrangement.  PJW Wednesday, June 02, 2021

7) For the carpet tile and rubber floor for the exercise area the plans indicate that they are class 1 per ASTM E 648.  The code requires that the Carpet comply with ASTM D 2859 and the rubber flooring must meet .1w/cm2 minimum critical radiant flux per NFPA 253 or ASTM E648.  NFPA 101 12.3.3.5.3, and 10.2.7. 

Make the necessary changes to the plans.

RTC indicates ASTM D 2859 for the carpet and ASTM E 648 for the rubber flooring.  Ensure that you have the specification sheets for the products available for the inspector at the time of final inspection.  PJW Monday, May 03, 2021

8) Emergency lighting

The emergency lighting shown is not adequate for the space.  The large rooms (warming kitchen, main event hall, casual sitting area, yoga room, and exercise room) are only showing an exit sign/emergency combo at the door, no other emergency lights are indicated.  The center hallway is also only showing exit sign/emergency light combos over each door which are approx. 70 feet apart.  Once the FFE plans is provided, if there is seating on the outside porch(es) emergency lighting will need to be provided for the length of the porch(es).  Regardless of the presence of tables and chairs on the porch, emergency lights are required to illuminate on the porch that leads from the building to the ground, including the stairs and ramps.  This is for both porches. The restrooms and the hallway leading to the restrooms require emergency lighting. 

Provide specs for the proposed emergency lighting units, so I can verify coverage.  I would recommend against using wall packs (cat eyes) for the large open rooms based on past experience.  For these I would recommend that you consider using battery backup normal lighting fixtures.  Wall packs are designed for corridors.

The RTC references changes to the emergency lighting, however the electrical lighting and power plans have been removed from the plan set and struck through on the cover sheet.  I review emergency lighting based on the electrical lighting sheet.   This is required for review in accordance with the original comment above.  Ensure that you provide specification sheets for the proposed lighting.  Spacing and coverage of the lighting will be scrutinized when resubmitted.  PJW Monday, May 03, 2021

A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating no work to be done to the existing system:

- fire sprinkler system
- fire underground
- Fire/smoke damper inspections

- furniture plan revision.
