Plans for a 5137sf Assembly occupancy that is a neighborhood clubhouse, constructed of Type VB construction.  The building is indicated to be protected with fire sprinklers based on the DRC review and the sprinkler criteria provided.  The plans are NOT APPROVED as submitted for the following reasons.

RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.

To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.

The numbered items require a response or plans to be updated to complete the review.

 

1) Sheet A100 indicates that the building is type VB (nonsprinklered), and automatic sprinklers is indicated as "not required". The building is sprinklered as indicated in the DRC (site ) review and based on the sprinkler criteria that has been provided. 

Make the necessary changes to the plans. 

 

2) Sheet A100, the FFPC is indicated as 6th edition.  Change to the 7th edition.

3) The sprinkler criteria has been provided on 8.5x11 sealed by James M. Curtis PE. 

 

An ENGINEERED sealed Design Criteria for a fire sprinkler system exceeding 49 heads is required to be submitted with the general construction documents. We are unable to approve the plan until this information is provided.  It is not a full set of shop drawing  FLORIDA ADMINISTRATIVE CODE 61G15-32.004

4) Provide a door and hardware schedule.   Ensure that you show which doors will have panic hardware based on the occupant loads of the main event hall and the warming kitchen area.  Note: A factor of 7 is utilized for the Main event hall based upon NFPA 101:12.1.7.1. 

 

5) Provide details for the ramp and the stairs including handrails and guards (if applicable based on elevation).  The plans indicate that the shop drawings for the ramp guards and handrails will be submitted to the architect.  I need more detailed information as part of this review for both the stairs and the ramp. 

 

6)  Provide Furniture Fixtures and Equipment plan (FF&E) for the building especially for the porches, and the main event hall and warming kitchen area. 

 

7) For the carpet tile and rubber floor for the exercise area the plans indicate that they are class 1 per ASTM E 648.  The code requires that the Carpet comply with ASTM D 2859 and the rubber flooring must meet .1w/cm2 minimum critical radiant flux per NFPA 253 or ASTM E648.  NFPA 101 12.3.3.5.3, and 10.2.7. 

Make the necessary changes to the plans. 

 

8) Emergency lighting

The emergency lighting shown is not adequate for the space.  The large rooms (warming kitchen, main event hall, casual sitting area, yoga room, and exercise room) are only showing an exit sign/emergency combo at the door, no other emergency lights are indicated.  The center hallway is also only showing exit sign/emergency light combos over each door which are approx. 70 feet apart.  Once the FFE plans is provided, if there is seating on the outside porch(es) emergency lighting will need to be provided for the length of the porch(es).  Regardless of the presence of tables and chairs on the porch, emergency lights are required to illuminate on the porch that leads from the building to the ground, including the stairs and ramps.  This is for both porches. The restrooms and the hallway leading to the restrooms require emergency lighting. 

Provide specs for the proposed emergency lighting units, so I can verify coverage.  I would recommend against using wall packs (cat eyes) for the large open rooms based on past experience.  For these I would recommend that you consider using battery backup normal lighting fixtures.  Wall packs are designed for corridors. 

 

9) The plans do not indicate cooking equipment.  Please confirm this. 

 

10) INFORMATIONAL ONLY NO RESPONSE NECESSARY:
The system(s) outlined in this set of plans is conceptual.

A HOLD has been placed at insulation inspection (109) until either: a) a permit has been pulled or b) a letter submitted from respective system contractor indicating no work to be done to the existing system:

- fire sprinkler system
- fire underground
- Fire/smoke damper inspections
