Plan reviewed for new underground for memory care building including 8" DR18 C900 PVC Fire Main, RPDA BFP, two new private hydrants, 4" DR18 fire main with PIV and wall mounted FDC.
Reviewed using FFPC 7th edition effective Dec. 31, 2020. NFPA 1 and 101 references are Florida Editions of the code in the FFPC.

Thursday, July 15, 2021 1448 hrs. DF: Spoke with Mr. Rob Hidenrwig via phone regarding the FDC placement. Emailed resubmittal review comments and agreed to hold plans until Tuesday 07/20/2021 to allow time to update the plans sheet to reflect FDC change.
Thursday, July 22, 2021 DF: Did not receive any replacement pages. Rejected plans.
Monday, August 23, 2021 DF: Review of 2nd Resubmittal. Received revised sheet C-7, Enlarged view of the FDC line, and C-11.

RESUBMITTING: Please make necessary changes and resubmit the complete permit application package. Response to comments / plans / specifications should be submitted to the Permit Center as a resubmission for the original project unless other arrangements are made with the Fire Plan Reviewer or the Fire Plan Review Supervisor.
To help speed the review process you should include a written response to comments summary to clarify and/or illustrate corrections on plans (bubbling, highlighting, or notations are best). Please use the Florida Fire Prevention Code 7th Ed. for all code reference in a response to comments. You are required to remove old pages and reinsert the new pages.
The numbered items require a response or plans to be updated to complete the review.

Plan submitted appears to be a copy of civil plans sheet C-7 (Utilities Plan). Please note that requirements for civil plans being submitted for DCR approval typically do not contain the necessary information required to conduct a proper underground fire main review.

Thursday, July 15, 2021 DF: Response to comments: Attached herewith are complete technical submittals for the items listed. Please note that the FDC is not included, since it is wall mounted, and is the responsibility of the building contractor. K.T. Carter's Contractor V license only permits installation to one foot above finished floor.

2) Provide exhibits/elevations/enlarged plans of the Fire Hydrant installation, FDC installation / signage, Back Flow Preventer installation, pipe crossings, "L" sweep pipe from underground to 1 foot AFF, etc.
Thursday, July 15, 2021 DF: Response to comments: The engineer has declined to make revisions to the originally submitted plans. Therefore, the attached plan set Sheet C-7 has been marked up in red to clarify information requested in the issues report. Included is one detail sheet C-11 showing hydrant information. The FDC will be by others. The Backflow Preventer and L-Sweep pipe shall be installed per SJCO Fire Marshal approval.
Thursday, July 15, 2021 DF: Reviewers Response: Please note that the Civil drawings are drawn to meet specific requirements for the Development Review process (DRC) and do not typically provide enough detail for shop drawings needed for construction approval. I.E., the BFP, hydrant, FDC, etc., are typically line drawings, symbols, etc. which do not provide enough detail to verify compliance with the code.
Such details include but not limited to; elevation views of the Hydrant, FDC, BFP, etc., illustrating the location of the flat stone, gravel, special connections, and the FDC's check valve and the automatic drip valve locations, BFP etc..
a) Provide detailed elevations of the FDC. Include in the FDC elevation the locations of the FDC's check valve (separate from the check valve between the FDC and the PIV) and the automatic drip valve.

5) A check valve needs to be installed in the 4" fire protection line after the 8" to 4" tee to the building and before the 4"x4"x4" tee connecting FDC line.
Thursday, July 15, 2021 DF: The attached plan Sheet C-7 has been marked up to clarify installation of a check valve located as requested between the 8x4 tee and the 4x4 tee. Technical submitted for this has been added to the submittal package.

6) Thursday, July 15, 2021 DF: New Comment created based on the FDC location on the building and connected to the underground piping. FDC is NOT connected to the above ground sprinkler system. See comment #2's response to comments remarks.
The FDC to be relocated to the parking lot's south fire hydrant's island. The FDC piping will need to connect to the fire sprinkler's 4 inch line between the sprinkler riser and the sprinkler line PIV. The check valve located on the fire sprinkler line to be re-positioned between the FDC line and the PIV.
Verify this with your design professional to ensure compliance with the system design.
