Building is a mixed occupancy with the new 2 story business occupancy not separated from the industrial and storage occupancies.

Friday, June 26, 2020    Plans reviewed from a resubmittal. Pages received - not inserted into stapled plans are: 2 sets of pages E0.1, E0.3, E0.4, E1.1, E1.1P, E1.2, E1.2P, E0.1 and FP001.

1)  The square foot information provided accounts for both the existing and new construction. Measuring the work area, I have 3,370 SF on each floor of the new construction for a total 6,740 SF (not including the exterior stairs). Is this correct? If not, provide the actual SF of the work area.  What is the actual square footage of the work area?

2)  Emergency lighting coverage in the first floor sample room and printer room and the second floor breakroom, conference & display room and the exterior stairs (middle landing) do not appear to have enough coverage.  NFPA 101:40.2.9

The second floor appears to be using L4e and L5e for the emergency lighting identifier. These two identifiers as well as the symbol they are adjacent to are not noted in the Lighting fixture schedule or general symbol legend.

The

a)       Provide photometrics for the above noted room’s and stairs emergency lighting. If additional emergency lighting is needed correct the affected plans pages.

b)      Correct the plans to show the correct identifiers and symbols.

3)  Will there be any special locking arrangements such as but not limited to mag-locks, access controlled egress or other than normal latching and integrated lock hardware?

4)  1st floor at the interior stairwell. The exit sign needs to be moved more towards the center of the corridor.  Appears to be partially hidden from the view of the corridor.

5)  Fire Protection 61G15-32 Design Criteria – Page FP001

A)      Has the Point of Service (POS) at the “RPZ Detector”. The POS is does not begin at the RPZ.

a.       Correct the plans to reflect the POS as defined in FS 633.102(24).

F)      Flow test is more than 2 years old (05/02/2018).

a.       Provide flow test data that is less than one year old.

M)   This building is a mixed occupancy with the new 2 story business, industrial and storage not separated.

a.       Need Owner’s Certificate.

633.102(24)  “Point-of-service” means the point at which the underground piping for a fire protection system as defined in this section using water as the extinguishing agent becomes used exclusively for the fire protection system.

 6)  In Building Radio Enhancement System

Page E0.3 indicates a Bi-Directional Antenna System. St Johns County Fire Marshal’s Office requires a third party contractor to do the testing and provide a copy of the report in a revision of the plans for review.  

NOTE: A copy of this report must be provided and submitted to our office as a revision before the 105 framing inspection.

-If it passes the inspection radio testing at the framing stage, you will need to submit as a revision as we will record the documentation and remove the hold.

- If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.

At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.

Page E1.1 and E1.2 indicates that motion sensors will be used in the areas of egress.

NFPA 101: 7.8.1.2.2  
Unless prohibited by Chapters 11 through 43, automatic lighting control devices shall be permitted to temporarily turn off the illumination within the means of egress, provided that each lighting control device complies with all of the following:
(1) In new installations, the lighting control device is listed.
(2) The lighting control device is equipped to automatically energize the controlled lights upon loss of normal power and is evaluated for this purpose.
(3) Illumination timers are provided and are set for a minimum 15-minute duration.
(4) The lighting control device is activated by any occupant movement in the area served by the lighting units.
(5) In new installations, the lighting control device is activated by activation of the building fire alarm system, if provided.
(6) The lighting control device does not turn off any lights relied upon for activation of photoluminescent exit signs or path markers.
(7) The lighting control device does not turn off any battery-equipped emergency luminaires, unit equipment, or exit signs.

In addition to the main egress paths the first floor conference room, sample room and second floor conference & display room are included in the requirements of this comment.

Be Prepared to Show Compliance at the time of your Fire Alarm Final or Fire Final.

INFORMATIONAL ONLY NO RESPONSE NECESSARY:
Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:
- failure of a public utility or other outside electrical power supply
- opening of a circuit breaker or fuse
- manual act(s), including accidental opening of a switch controlling normal lighting facilities. NFPA 101 7.9.2.3
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with the second item.

INFORMATIONAL ONLY NO RESPONSE NECESSARY:

At the time of fire final be prepared to provide a copy of the manufacturer specification sheets to the fire inspector showing that each interior finish will meet:

- Wall and ceiling finish will meet Class A, B or C. 101:38.3.3.2.2

- Floor finish shall meet either: a) ASTM D 2859 for carpet and carpet like materials or b) has a minimum critical radiant flux of .1 W/cm2 for non-carpet flooring. 101:38.3.3.3.3.

If there are multiple finishes, label each spec sheet identifying each product, its location AND highlight the area showing illustrating it meets the applicable Code requirement.
