Plan reviewed for 2 above ground 1000 gal tanks (each) of propane to fuel radiant tube heaters. Provided plans are not to scale and only show one tank.  Reviewed using FFPC 6th edition (NFPA 1:60.1-1:60.4, NFPA 1:69 2015 editions and NFPA 58 2014 edition) effective Dec. 31, 2017.

Monday, June 17, 2019 Response received via email on 6 14 19 from contact, Brenda Carson from Ferrell Gas. All response to comments she is telling me what the Code says and or an interpretation.  She did not provide information, documentation or responses as to how this site will meet the noted sections of Code. Information needs to be shown on plans.

 She also indicated that there is only 1 - 1000 gallon propane tank. This also needs to be updated within submitted documentation (Permit application says "2 - 1000 gallon above ground", Installation Proposal says "1000 gallon (2)", Proposal Attachment A indicates "suggested 2 tanks").

RESUBMITTING:  Please make necessary changes and resubmit the complete permit application package. We do not accept responses to comments/ plans/ specifications through email. Contact Building department for resubmittals.

To help speed the review process you should include a written comment response summary to clarify or illustrate corrections on plans (bubbling, highlighting or notations are best).  Please use the Florida Fire Prevention Code 6th Ed for all code reference in a response to comments. The fire plans examiner does not use the Florida Building Code. You are required to remove old pages and reinsert the new pages.

The numbered items require a response or plans to be updated to complete the review.

Make sure :

- there is 25feet to important buildings, and line of adjoining property from containers. 58:6.3.1.1

- there is 3 feet between containers. 58:6.3.1.1

- there is no overhead electric power lines over 600 volts within 6th vertical plane of container or any of its parts. 58:6.4.4.13

Wednesday, July 03, 2019 Response comments indicate "This one could be an issue. The design does not show the tank 25' from the property line. Brian, please advise where exactly you installed the tank to see if we can get 25'." There was an email provided referencing 58:6.3.1.3 which allows for 10' to property line for 1200gallon or less.

1) No tank spec sheets provided. Plan page C3.0 indicates "contractor shall coordinate with owner for screening fence details." Unsure type of fencing type to be used. Unsure if fencing in permitted. 58:6.4.5

Monday, June 17, 2019 Response received via email on 6 14 19 from contact, Brenda Carson from Ferrell Gas. "They should just need some written information about who is responsible for and installing the fence if one is being installed. Height, Material type, etc. 58.6.4.5 is there to make sure we aren't trapping propane vapors in a way that might be harmful or dangerous. It might not have been an issue if it wasn't on the plans, however, they can require a fence if they don't believe 58.6.19.4 is sufficiently met without a fence. (See issue 3)"

You accurately stated the concern of 58:6.4.5. The plans call for a fence by others but I am not being shown or told what kind of fencing.  I am unable to clear this until plans are updated with the fence comment removed on plans or I receive fence specs to show compliance with 58:6.4.5.

2) Unsure of distance from point of transfer to the following exposures: - 25 feet to line of adjoining property. - 25 feet to public ways including streets, thoroughfares and sidewalks. 58:6.5.2.1 Illustrate.

Monday, June 17, 2019 Response received via email on 6 14 19 from contact, Brenda Carson from Ferrell Gas. "This should refer to a request to notate on the drawing the distance to all "exposures" that apply. (see picture of table 6.5.2.1)

What are the actual or anticipated distances from the proposed point of transfer to the above exposures? This needs to be shown on scaled plans.

Looking at 58:6.5.2.1. again it looks like the 25' is from point of transfer to point of transfer.

3) How is security and protection against tampering being met? Show that it meets 58:6.19.4

"Typically we answer this with a notation that appurtenances used in the transfer of product are to be locked inside a metal cabinet while not in use. (See picture of section 6.19.4. 6.19.4.2-c lets us lock it up rather than using a fence.)

Add comment to plan how this is being achieved.

Wednesday, July 03, 2019 Response to comments indicates "This is a utility service only. We do not have any transfer to customer vehicles. Provide whatever details are required to show that the transfer from your trucks to the tank is secure."

The requirement originated from 58:6.25.3.7 section 6.25 is for vehicle fuel dispenser and stations.

4) Are operations conducted during daylight hours only? If not show compliance with 58:6.19.5

"This just requires that we either notate that gas will only be dispensed during daylight hours or to show that lighting is provided sufficient to illuminate the entire area. (See picture of 6.19.5) Bear in mind that if you include lighting, even if it is existing, you will need location, distance, wattage or luminosity, and if within 25' of the point of transfer, they will want a notation that the fixtures do not represent a source of ignition."

Again you have told me what Code says. I need to know how this operation intends to meet this portion of Code. I need plans to show compliance with the Code.
