Thursday, June 25, 2020 DF:    Plans review for 1st resubmittal. Updated information provided: Work area is 9,185 SF in a type IIIB construction with a fire alarm and sprinkled. Separated from mall and adjacent units with a 1 hour separation.

Received set of resubmittal pages: Stapled pages: Cover page, A-1 (LSP), A-2, A-3, and A-4, Non stapled pages: A-1; Same page as the stapled LSP page A-1 but has hand drawn electrical lines, outlets, switches, etc. and marked in handwriting "Electrical Plan", Page A-3; Same as the stapled Floor Plan page A-3 with handwritten "X" throughout the floor plan drawing. one each 8.5x11 inch hand drawn furniture layout of classrooms 7, 8, and 9.

1)    The plans show classrooms identified as educational and daycare occupancy information. No educational occupancy information provided.

a)  Will this buildout be for daycare and/or educational purposes? Response: Education

b)  Will the occupancy / activity conducted in new spaces be licensed through the State of Florida such as DCF (daycare), Department of Education - K-12 etc.?  Response: Refer to Churches Description of Operation.

c)  Will the new construction area be separated from the existing occupancies or will they be mixed? Response: Separated with a 1 hour rating.

4)    Provide door and hardware schedules. Will there be special locking arrangements such as but not limited to delayed-egress, access-controlled egress, magnetic-locks, etc. If so, provide technical sheets for the locking devices. Fire rated door hardware including door closing devices are to be rated hardware. Provide specification sheets.

5)    The fire rated walls notes only show a 1 hour rating. The plans show multiple wall type indicators including the 1 hour indicator.

a)  Provide the hour rating legends for all rated walls and indicate each wall rating on the plans.

b)  Identify all rated (fire or smoke) corridors.

6)    The fire rated corridor has a double door opening into the existing occupancy, leaving the rated into a non-rated corridor. There is an exit sign in the rated corridor at this location showing EXIT as if you were on the non-rated side of the door to see it. Is this exit sign supposed to be on the non-rated side of the rated corridor doors to exit through it? 

Response: The exit sign has been corrected.

06/26/2020 DF: Page A-l (LSP): A new exit sign has been added to the existing church side of the door. The new exit sign's symbol shows the face of the exit sign facing the double doors. The exit sign on the new construction side of the door is still in the same position with its face, facing the double doors.

Where the signs supposed to be facing in a direction to guide occupants to exit through this set of doors from each side of the door?

Correct all affected pages to reflect the correct direction and location.

7)    Education/Classroom exit signs (direct to outside and to rated corridor) are not located so they are visible from the within the classroom. 

Response: Additional exit signs have been added at classrooms. 

06/26/20 DF: Page A-1 (LSP): The education/classroom, now identified as room 105 still has the exit sign in the corridor by office 116 in a position that is not visible in the classroom. 101:14.2.10

Exit signs need to be the identified on both the LSP and the electrical pages. The electrician installs exit signs and emergency lighting based on the electrical pages.

8)    The rated corridor from the educational/classroom around the offices to exterior exit appear to be several dead end corridors. There are no exit signs at the other end of the corridors to provide two ways out creating dead end corridor(s). 101:14.2.5.2.

9)    Classrooms 7 and 8 only show one exit. This exit appears to be in a non sprinklered corridor not meeting the 6 feet minimum width for education. How do you intend to meet 101:14.2.4.2, 101:16.2.4.2. 

Response: Additional signs have been added at classrooms 7 & 8 to a 6' corridor. Existing doors lead directly to the exterior.

06/26/2020 DF: Two exit signs have been added in classrooms 7 & 8 now identified as rooms 112 and 109 respectfully leading to the interior corridor as noted above. The exit sign over the door leading to the exterior corridor remains.

The doors leading to the exterior corridor meet the remoteness requirement 101:7.5.1.3.3 however exit into the 5’ corridor.

How will you address the 5’ corridor and maintain the remoteness requirement?

10)    The corridor where classrooms 7 and 8 exit into:

a)  Is this corridor rated?  Response: The corridor to the West side of the classrooms 7 & 8 is exterior and in CMU walls.  

 

b)  Is this corridor exterior, with or without a ceiling/roof, enveloped or only partially covered, fire sprinkled or not?  Response: There is no roof at this exterior space.

 

c)  The corridor width measures 4 and 1/2 feet in width. Minimum corridor width is 6 feet in width for education occupancy. 101:14.2.3.2. How will you meet the exit requirements for classroom 7 and 8? Also, the door encroachment does not meet 101:7.2.1.4.3.2. How will you meet the door swing issue?  Response: A 6' corridor is provided at the east side of the classrooms 7 & 8. The exterior doors are existing.

 

 06/26/20 DF: Exiting into this corridor with a width of 5’ (resubmitted LSP page) does not meet the 6’ width requirement of 101:14.2.3.2. 

 

d)  The corridor is approximately 64 feet in length. 101:14.2.5.2 only permits 20 foot dead end corridors unless fully automatic and monitored sprinkler system in accordance with 101:9.7 in which 50 feet of dead end corridor is permitted.  How will you meet 101:14.2.5.2?  Response: The building is fully sprinkled. There are no dead end corridors exceeding the allowable limits.

 

 06/26/20 DF: Classrooms 7 & 8 have exit signs leading into the exterior corridor. The exterior corridor is not sprinkled and does not meet 101:14.2.5.2 as noted above.

NOTE: A common path of travel distance has arisen with the new exit doors in classroom 112. The common path of travel to the closest marked exit is 134’, allowable is 100’. There are no exit signs directing to a 2nd exit in this path. 101:14.2.5.3.1. How will you reduce the common path travel distance to 100' or less?

Make sure that emergency lighting systems are arranged to provide the required illumination automatically in the event of any interruption of normal lighting due to any of the following:
- failure of a public utility or other outside electrical power supply
- opening of a circuit breaker or fuse
- manual act(s), including accidental opening of a switch controlling normal lighting facilities. NFPA 101 7.9.2.3
NOTE: Our office has experienced issues with large projects that have emergency generators not being prepared to comply with the second item.

Each new Fire Wall, Fire Barrier, Fire Partition, Smoke Barrier, Smoke Partition, or any other new wall required to have protected openings shall be permanently identified with signs or stenciling above any decorative ceiling and in concealed spaces with the wording, "FIRE AND SMOKE BARRIER - PROTECT ALL OPENINGS", or similar language. Such signs or stenciling shall be 4 inch high letters, 1/2 inch stroke, and not more than 15 feet on center. NFPA 101 8.3.2.4

If wall is fire rated, also add sign that indicates rating in hours.

Occupancy Sensor

NFPA 101: 7.8.1.2.2  
Unless prohibited by Chapters 11 through 43, automatic lighting control devices shall be permitted to temporarily turn off the illumination within the means of egress, provided that each lighting control device complies with all of the following:
(1) In new installations, the lighting control device is listed.
(2) The lighting control device is equipped to automatically energize the controlled lights upon loss of normal power and is evaluated for this purpose.
(3) Illumination timers are provided and are set for a minimum 15-minute duration.
(4) The lighting control device is activated by any occupant movement in the area served by the lighting units.
(5) In new installations, the lighting control device is activated by activation of the building fire alarm system, if provided.
(6) The lighting control device does not turn off any lights relied upon for activation of photoluminescent exit signs or path markers.
(7) The lighting control device does not turn off any battery-equipped emergency luminaires, unit equipment, or exit signs.

 

Be Prepared to Show Compliance at the time of your fire alarm final or fire final.

INFORMATIONAL ONLY NO RESPONSE NECESSARY:

Will there be a modification of the sprinkler system by more than 49 heads? Such as, but not limited to, addition, deletion, relocation, change of protection level, sprinkler head classification etc. This does not include turn downs or relocates where the type of head does not change the protection level. Only the position of the head; upright head to pendant head for example. NFPA 69A

If more than 49 heads are affected, a Fire Protection page signed and sealed by an engineer will have to be included with the construction documents.

NOTE: If it is determined during the sprinkler plan review that the FP page is required and a building permit has already been issued, the approved plans will have to have a revision to include the FP page.

13)  Door and hardware schedule provided in the 1st resubmittal did not provide enough hardware detail to determine the type of latching/locking hardware. Provide the make / model of the classroom, exit hardware, and privacy hardware so I can verify compliance with 101:7.2.1.5, 101:7.2.1.7, NFPA 1:14.5.2.10.2.

14)  Conference room #120 double doors open into the room. The door hardware notes "Exit Device". Since the doors open into the room the exit hardware will not work. The occupancy for this room is calculated at 40 persons. Provide information on the type of hardware that will be used on these doors including the latching device for the non active leaf. 101:14.2.2.2.2

15)  Door / Hardware schedule on page notes doors not found on the floor plan page A-4. These doors are 128A, 129A, 130A, and 131A. These doors are found at Offices 4, 5, 6, 7 identified as rooms 128, 129, 130 and 131 respectfully. this area is outside of the scope of work area identified on page A-1.

If this area is to be included in the scope of work area, update all related pages or remove from the door / hardware schedule.

16)  Education/Classroom #105 has an convienance door leading into a room, space or corridor with an exit door (#100) to the exterior.

This door is not identified as an exit. The space the door leads into is not in compliance for education occupancy.

How will the door be secured to prevent unauthorized access into the adjacent space?

17)  The submitted electrical page is on a copy of the original submitted LSP page A-1. The electrical circuits (not shown in all areas) is hand drawn in pencil and difficult to see. No electrical legend shown. No discernable normal lighting or emergency lighting noted. Exit signs are missing where noted on the resubmitted LSP and floor plan pages.

The reflected ceiling drawing notes normal lighting and emergency lighting. Corridor 119 missing emergency lighting for most of the corridor. Emergency lighting is needed on classroom 105 side of door 105D. No emergency lighting in the bathrooms. No normal lighting or emergency lighting in the exterior corridor by classrooms 109 and 112.

NOTE: Normal lighting and emergency lighting have to be on electrical pages. These are the pages the electrician installs the lighting from.

NOTE: The electrical, life safety, floor plan and reflected ceiling pages.

18)  Office 11 (room 116) common path of travel is 233' as marked on the LSP page A-12. 101:14.2.5.3.1

How will you meet the 200' maximum common path travel distance. Where the exit sign is located at door 127A the maximum travel distance from office 11 through door 127A to the front main entrance exceeds that allowed by 101:14.2.6.3 (200'). The travel distance is 253' to the front door and 318' to the public way access (where the front exterior corridor ends).

How will you meet the requirement of 101:14.2.6.3?

The furniture plan shows a 4' x 10' electrical panel room and a 3' x 4' storage room not shown on the LSP, floor plan or electrical pages. There is a 24' long partition separating the room at the middle point of the room.

a) Match all room numbers on the plans and furniture layout pages.

b) The floor plan measurements are to match all plan pages.

c) The electrical panel and storage rooms are to be on the LSP, floor plan electrical pages etc. or remove from the furniture plan.
