Plans to modify an existing Winn Dixie Anchor, by adding a demising wall to create 2 tenant spaces. This review is for the installation of the demising wall and the interior remodel of the left unit which will be Aldi. The space will be a total of 24293sf and is provided with a fire sprinkler and will have a fire alarm. Construction type is VB. The space is designed and reviewed as Multiple Mixed Mercantile (Class B) and storage. The square footage breakdown is Mercantile- 12815, Storage-8078, and Business-805sf, with some remaining unoccupied space/walls.

RESUBMITTING: A. Make necessary changes and resubmit everything in person to the permit center. You may not make handwritten alterations on signed and sealed plan pages. B. Once at the Permit Center swap out altered pages or insert new pages in EACH plan set (Job and Office). One copy of the removed/old pages from the JOB Copy will need to be submitted and marked "OLD". Do not forget to remove pages for work not associated to this permit. All plan papers must be the same size. C. Provide a response to comments along with any supporting documentation. Response to comments is REQUIRED not optional. - The response to comments sheet will need to include a response to each numbered comment and tell us where in the plans the comments was addressed. EX - "Top Left of Page E1-1" or "Page E1 Note 8". - Code responses shall reference Florida Fire Prevention Code, 8th Ed.

1) The VB construction type under type of construction (sheet G-002A) is barely visible on both plan copies. Darken and reprint sheet.

2) The fire sprinkler system must be electronically supervised per NFPA 101:7.5.1.3.3 based on the utilization of the exemption for egress remoteness. Based on archived plans, it does not appear that the existing backflow preventer is electronically supervised. Provide documentation from a fire alarm contractor indicating that the all fire sprinkler valves including the backflow are electronically supervised, otherwise this exemption cannot be utilized. Also the hallway leading to unisex 103 and 105 exceeds the dead end allowance without a supervised sprinkler system as well. NFPA 101:36.2.5.3.2.

3) I do not see a rating on the provided tenant separation wall. If it is rated, indicate on the plans.

4) What is the height of the proposed product shelving/displays? If it is high enough to obstruct visibility, the common path of travel will be exceeded from the plan upper left area of the sales floor (grid C2) even with any applicable credit if the sprinkler system is supervised. Currently there is no exit access signage indicated on the sales floor. NFPA 101:3.3.48, 36.2.5.2, 42.2.5.

5) Where are the safety rails/gates located as indicated on sheet A-506 details A1, A2 and B1?

6) Doors 109A and 107 indicate security keypads on plan details, however this is not indicated on their indicated hardware group. (109A-600, 107-400). Identify all doors that will have special locking arrangements and describe the arrangement in accordance with NFPA 101 7.2.1.6. If electronic strikes are utilized similar to HW group 700, indicate this. Electric strikes with mechanical hardware is recommended by our office for the ease of code compliance.

7) Add interior floor and ceiling finish requirements to the code summary sheet G-002A per NFPA 101:42.3.3 and NFPA 101:36.3.3.

8) The plans indicate that motion sensors will be used in the areas of egress. Provide a specific note and detail on the electrical sheets to indicate how you will comply with the following:
NFPA 101 7.8.1.2.2: (1) switch controllers must be listed (2) switch controllers equipped for fail-safe operation and evaluated for this purpose (3) timers be set for a minimum 15 minute duration. (4) motion sensor be activated by any occupant movement in the area served by lighting units (5) If building has a fire alarm, activation of fire alarm must activate the switch controller (6) lighting control device may not turn off any lights realized upon for activation of photo luminescent exit signs or path markers (7) Lighting control devices may not turn off any battery equipped emergency luminaries, unit equipment or exit signs

9) Exit access exit signage
In the back room area, the exits from the space are recessed and not visible from the main "L" shaped storage area since the exit signes are wall mounted over doors 102 and 109A. Provide directional exit access signage that is visible from the "L" shaped storage area. Ensure that you provide signage near electrical 113 directing people from both sides of the "L" to the opposite side since both exits are required. NFPA 101:7.10.1.5.1

10) Provide a "EM" lighting fixture in the 16 door freezer. NFPA 101:7.9.1.

11) Subsequent to comment 4, if the shelving/displays are a height that cannot be seen over, exit access signage will be required to direct occupant to the exits, since without the exit signage over the doors would not be visible. Currently no exit access signage is indicated on the sales floor. NFPA 101:7.10.1.5.1

12) Door 110A needs exit access signage that is visible from the sales floor since that is a required exit. NFPA 101:7.10.1.5.1.

13) The plans appear to indicate work being performed in the neighboring vacant (future) tenant space. Examples: exit/emergency lights (E-1016, Demo AD-101B, Demo roof AD-121B etc. Any work in the adjacent space will require a separate permit and submittal. Remove all indications of such work from these plans and submit for it separately.

14) It appears based on county mapping that Aldi is 181 Blackford Way and the neighboring vacant space will be 181 Blackford Way Suite A. Is this accurate, or will Aldi be assigned a suite number. Ensure your clearance sheet matches your response.

15) Per General Note 9 on sheet E101A, the battery backup normal lighting fixtures are labeled "EM". Based on the lighting schedule on sheet E-102, the fixtures with a "E" on the end of the fixture number are also battery backup fixtures. Either add "EM" to all of the "E" fixtures on the plans or modify the note on E101A to clarify.

16) CO2 tank storage is indicated in the back of house area. Provide a Hazardous Materials Inventory Statement (HMIS) per NFPA 1:60.1.6. Ensure that you classify the CO2 based on NFPA 1:63.1.4.1 as either Physical Hazards (a) flammable gas (b) flammable cryogenic fluid (c)oxidizing gas (d)oxidizing cryogenic fluid (e) pyrophoric gas (f)unstable reactive (detonable) gas class 3 or 4 (g)unstable reactive (non detonable)gas class 3 (h)unstable reactive gas class 1 or class 2. Or Health Hazards (a) corrosive gas (b) cryogenic fluid (c) highly toxic gas (d) or toxic gas.
Provide the quantities stored, the container size and type. What will the CO2 be used for? Is it gaseous or liquified? General Storage or part of a closed system?
This plan was reviewed as a toxic gas unless otherwise classified by the design team.

17) NFPA 1:63.2.3.1.7
Base on the review as a toxic gas, CO2 storage is only permitted to be stored or used in storage or industrial occupancies. This occupancy is a Multiple Mixed Occupancy Mercantile and Storage. CO2 is not permitted inside of Mercantile Occupancies.

18) Even if the occupancy permitted indoor storage, the containers would be required to be installed in a gas cabinet, exhausted enclosure, or a gas room. NFPA 1:63.3.9.2.1 (NFPA 55:7.9.2.1) A gas detection system would be required. (NFPA 1:63.3.9.3.2.1 and NFPA 55:7.9.3.2.1.

19) This building is required to have a third party contractor conduct a two-way radio communication test in accordance with NFPA 1:11.10 and NFPA 1225 (2022 ED.) before the 105 framing inspection. St Johns County Fire Rescue’s radio control frequency is 853.8875.
-If it passes the inspection radio testing, you will need to submit a copy of the testing results as a revision so we can record the documentation and remove the hold.
- If the third party paperwork indicates the test is not satisfactory, then the contractor will have to submit for a revision. The revision will need to include: the unsatisfactory test paperwork, outline of corrective measures, and plans to illustrate the corrective measures to meet requirements provided by the design professional.
At the final, you will be required to provide satisfactory testing by the third party contractor following the installation of the in building radio enhancement system.
