Plan submitted has 16 plex movie theatre and 2 retail shells. This plan is REJECTED and it is strongly suggested a meeting be held to discuss the following review and questions. Please call Stephanie Murray at 904-209-1742.
The approved DRC plan states 51,977 sq ft theatre and two 10,750 sq ft retail strip stores. The front page of plan states 51,763 sq ft theatre and two 10,750 sq ft strip stores. The Bldg Code analysis states 51,977 sq ft theatre with 6642 sq ft mezzanine and two 9755 sq ft retail strip stores. The application only states 51,763 sq ft theatre. Please clarify this issue.

Per NFPA 101, 8.6.9 The aggregate area of mezzanines shall not exceed one-third the open area of the room. This "mezzanine" runs the length of the bldg. Also NFPA 101, 8.6.9.3 does not appear to be met in regards to openness. Also, please explain the door on the second floor eastside as there are no stairs.

Please provide a seating diagram for all of the auditoriums to ensure aisle width and occupancy load is met. (NFPA 101, 12.2.5.9) Also provide a more detailed occupancy load for each occupied room. (NFPA 1, 1.14) There is one calculation for ticket/concession however this covers more than one area. Only one office appears to be on the plan and there is an occupancy load of 8? The party rooms shall have 2 occupancy loads, concentrated and unconcentrated. Please explain how occupancy load of 2 was given to an area of 6,642 sq ft area.

The Fire Marshal requires all plans to include the method of obtaining the required interior finish at plan review, and all documents pertaining to the materials and application of finishes be provided before approval by this office. Although the architect may specify the required finish, documentation is required as to how this will be met.
Per NFPA 101, 12.3.3, interior finish of wall/ceiling in corridors & lobbies shall be Class A or B, enclosed stairways shall be Class A, all other shall be Class A or B due to occupancy load over 300. The screens shall meet Class A or B. The floor in exit enclosures/exit access corridors shall be not less than Class II. Fabrics & films used for decorative purposes, all draperies, curtains, and similar furnishing shall meet NFPA 701. Please make these changes on the plan.

An ENGINEERED sealed Design Criteria for the fire sprinkler system is required for the building permit. We are unable to approve the plan until this information is provided. (The Design Criteria is not a full set of shop drawing.) THIS IS WHAT IS REQUIRED BY FLORIDA ADMINISTRATIVE CODE 61G15-32.004,(A-J) Common Requirements to All Fire Protection Engineering Documents. The towers have 30 x 30 inch access panels. These are required to be protected by fire sprinklers per NFPA 13, 8.1.1.

The plans show exhaust hood over the popcorn. If the popcorn is not contained in a container a type I hood will be required with fire suppression system. Was it your intention for a Type II hood?

Panic hardware or fire exit hardware is required per NFPA 101, 12.2.2.2.3 and shall meet NFPA 101 7.2.1.7 specifications. This detail did not appear to be on the plan.

A separate permit from the Fire Marshal's office is required for shop drawings for underground fire mains, aboveground fire sprinkler systems and fire alarm system. Please advise your schedule as to when these permits will be submitted.
Be advised if any construction or installation work which includes but not limited to private underground mains, fire sprinklers, fire alarms is done without pulling the proper permit from the Fire Marshal's office, a STOP WORK written order shall be issued to the responsible party and no work shall continued until this violation is corrected. (NFPA 1, 1.7.11.3)
