Plans submitted for a 9750 square foot assembly building that is showing classrooms, a multipurpose area and a snack area. This building will be provided with fire sprinklers. In conversation with the building department, this building will be required to be submitted as an Educational occupancy. This is not a full review. Please change the building summary and the drawings to meet the requirements. I have included some items I noticed below. But again this is not a full review.
Plans REJECTED.

Plan resubmitted as A-3 with 5' corridors. This is NOT a full review. Plan still REJECTED. Tuesday, July 14, 2015

The Fire Sprinkler Design Criteria is OK for the building permit. Note a separate permit will be required for the fire protection systems. A HOLD has been placed on the Building Permit and NO inspection can be done past the slab until this permit is approved. ***Per FAC 61G15-32.002(6) The shop drawings once submitted are not required to be sealed by an engineer and will not be accepted as such. Please submit a unsealed sprinkler shop drawings.***
Please note: Although it appears that the change from assembly to educational will not change the Fire Sprinkler design criteria, I would recommend you verify with Mr. Curtis P.E. just to make sure.

Here are a few items I found that you may want to take a look at prior to your resubmittal:
- It appears that there are AC ducts penetrating corridors that would require a rating. If so dampers would be required. Dampers are provided, shown on Sheet M-1 with details on M-2. See separate comment regarding damper inspections.
- Please clearly indicate the rating requirements throughout the building. The corridors will be 1 hour rated. The doors will be 2 hour rated with panic hardware per a note on sheet M-3. The plans do not specify door closers but they are required for rated doors.
- Door swing from the multipurpose room must swing in the direction of egress. Make sure this does not obstruct the corridor width per NFPA 101:7.2.1.4.3. Please show. The door swing has been reversed.
- Provide occupant load for the multipurpose room at both 7 factor and 15. Per my calculations it will be over 100. Panic hardware will be required. The plans indicate that all doors from the multipurpose room will have panic hardware. Sheet M-3.
- Please make sure the electrical plan and the life safety plan match as it relates to emergency and exit lighting. Per the Engineer the emergency lights and exit signs are to be installed per the life safety plan. Each classroom will have combo emer/exit lights over each door to meet the emergency light requirements.
- Show emergency lights on plans whether they be wall packs, recessed or ballast type. Indicated on life safety plan.
- Fire Alarm required for educational. A fire alarm is being provided.
Please note these are things that were noticed initially. This does not constitute a complete punch list.

This change will modify the sizes of the classrooms or the building. Please be sure that you update the dimensioning on the plans.
-------------------------------
Corridors now 6"

Are magnetic locks or security locks proposed for any of the egress doors? Please advise of any specifics now so we can ensure that the code requirements are met.
------------------
A 131 hold has been placed on the building permit so no door and window rough inspection will be completed until documents are provided regarding the security locks on the exterior doors.

The calculated occupant load for the Multipurpose room is 179 (7 factor) and 83 (15 factor). Ensure that these are posted. Please see the following requirements:
- Ensure that when deciding which egress doors to label that the 2 means of egress must discharge into different atmospheres. (corridors)
- Panic Hardware is required from this space
- Egress doors must swing in the direction of egress. Currently doors swing in. When reversing the swing you may need to create alcoves for the egress doors to minimize swing into the corridors. NFPA 101:14.2.5.6, 7.2.1.4.3.
----------------------
Panic hardware exit signage being provided on all doors from multipurpose room which will provide for separate atmospheres. In addition the door swing has been changed.

Also indicate the door ratings either on the plans or in the door schedule as well as which doors will have closers on them.
--------
Corridors are 1 hour rated. All rated doors in corridor are 2 hours. All rated doors shall be provided with closers.

Ensure that the duct smoke detectors have a remote indicator that is located in a normally occupied space, if they are located above the ceiling. Alternatively if the alarm is addressable and programmed with specific locations (with ceiling labels) this is also acceptable.

An ENGINEERED sealed Design Criteria for the fire alarm system over $5000.00 is required for the building permit. (FBC 105.3.1.2(5) We are unable to approve the plan until this information is provided. (The Design Criteria is not a full set of shop drawing.) THIS IS WHAT IS REQUIRED BY FLORIDA ADMINISTRATIVE CODE 61G15-32.008,(a-o) Common Requirements to All Fire Protection Engineering Documents.

It is noted that the corridors will be provided with pull down stairs to access the AHU equipment. A method must be provided to ensure that the corridor 1 hour rating is maintained, whether it be a rated drop down attic stair or the creation of a 1 hour room. This will be verified at the time of final.
